This unit standard is designed for those people whose activities
bring them into contact with children, or who have a
responsibility to respond to children in a whanau/family and
foster care setting.
People credited with this standard are able to support a child or
young person to leave whānau /family and foster care.

Privacy Act 1993;
Vulnerable Children Act 2014.

In the context of this unit standard, support should aim to maintain, improve, or
restore a person’s independence and/or interdependence by utilising the person’s
existing strengths and appropriate resources; but may include providing assistance to
enable a person’s health and wellbeing needs to be met.

Definitions
Carer – a person who is a custodial carer providing care for a child or young person
from their own whānau/family, and/or a person who is providing foster care for a child
or young person placed with them by an agency approved under section 396,
Children, Young Persons, and Their Families Act 1989. In the context of this unit
standard, carers do not include adoptive parents or birth parents.
Whānau/family and foster care includes but is not limited to – kinship care, whānau
care, foster care, foster homes.

Outcomes and evidence requirements
Outcome 1
Support a child or young person to leave whānau/family and foster care.
Evidence requirements
1.1
Issues of concern facing the child or young person are identified in terms of their
impact on support provided.
issues of concern include but are not limited to – saying goodbye,
keeping possession of their property, clarity about future contact,
personal and whānau/family records such as photographs or life
book, flatting, work, budgeting, independence skills, risk taking,
separation from the carer's whānau/family.

1.2
Strategies and skills used to support the child or young person to leave
whānau/family and foster care match the needs of the child or young person.

evidence is required of three strategies.
Supports that may need to be put in place for young people leaving
whānau/family and foster care are identified in terms of mitigating issues of
concern.

The child or young person is assisted to prepare a plan for leaving
whānau/family and foster care which mitigates their issues of concern.
1.5
The child or young person is supported to leave whānau/family and foster care
in accordance with their plan.

Please note
Providers must be granted consent to assess against standards (accredited) by NZQA,
before they can report credits from assessment against unit standards or deliver courses
of study leading to that assessment.
Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
Requirements for consent to assess and an outline of the moderation system that applies
to this standard are outlined in the Consent and Moderation Requirements (CMR). The
CMR also includes useful information about special requirements for organisations wishing
to develop education and training programmes, such as minimum qualifications for tutors
and assessors, and special resource requirements.
