Organisational requirements refer to instructions to staff on policies, procedures, and methodologies which are documented and are available in the workplace. They must be consistent with applicable legislation and any other applicable compliance requirements. 3 Competency and skills of this unit standard cannot be fully demonstrated under simulated conditions. Assessment should only be made after a period of experience by the candidate carrying out goods inspections under supervision prior to taking the lead goods inspection role. Outcomes and evidence requirements Outcome 1 Describe Customs goods inspection processes. Evidence requirements 1.1 Description includes the reasons for selecting goods for an inspection. 1.2 Description explains objectives for searching goods through a structured inspection. Range interception, intelligence, research, deterrent, hazards, accuracy, compliance. 1.3 Description identifies documentation required to assist goods inspections. 1.4 Description includes indicators used for closer inspection in accordance with organisational requirements. Outcome 2 Prepare for a Customs goods inspection in accordance with organisational requirements. Evidence requirements 2.1 Preparations confirm, the class of goods scheduled for Customs examination, and the type of examination required. 2.2 Preparation establishes resources required to support planned inspection. 2.3 Preparation ensures all documentation required for the inspection is available. 2.4 Preparation confirms arrangements for inspection. Outcome 3 Apply health and safety procedures during a Customs goods inspection. Evidence requirements 3.1 Personal protection equipment is used during the inspection in accordance with organisational requirements. 3.2 Goods are inspected in accordance with organisational requirements. Range may include but is not limited to – opening shipping containers, opening packages, removal of lids, mobile machinery, other traffic, manual handling. Outcome 4 Carry out a Customs goods inspection. Evidence requirements 4.1 Details of goods to be inspected are verified against documentation supplied. 4.2 External examination of the container and/or goods packaging is carried out in accordance with organisational requirements. 4.3 Details of goods are checked in terms of matching descriptions and documentation supplied. Range may include but is not limited to – marks and numbers, number of packages, contents description, packaging matches type of goods and country of origin, inconsistent packaging, special instructions inconsistent with type of goods, fumigation certificate. 4.4 Inspection process is managed and integrity maintained throughout the inspection process in accordance with organisational requirements. 4.5 Any items of interest located during a goods inspection are processed in accordance with organisational requirements. Processing may include -- issuing of detention notice for goods, testing requirements. Evidence requirements 5.1 Post-inspection documentation and/or processes are carried out in accordance with organisational requirements. Range 5.2 documentation and/or processes may include but are not limited to -- Statement of Service Performance’s, entry amendment, duty assessment, clearing of entry, administration penalty. Activity report is completed in accordance with organisational requirements. Outcome 6 Complete post-inspection procedures for non-compliant consignments. Evidence requirements 6.1 Detained goods are processed and recorded in the goods tracking system in accordance with organisational requirements. 6.2 Activity report is updated or completed in accordance with organisational requirements. 6.3 Offence file is created in accordance with organisational requirements. 6.4 Other post-inspection documentation and/or processes are carried out in accordance with organisational requirements.
