People credited with this unit standard are, in the electricity
supply industry, able to: plan a health and safety compliance
audit; conduct an on site health and safety compliance audit;
and report audit findings on health and safety.

Explanatory notes

This unit standard is intended for, but not restricted to, workplace assessment. The
range statements across the unit standard can be applied according to enterprise
specific equipment, procedures and processes.

Safety of personnel and plant must be a priority throughout the assessment. If the
safety requirements are not met the assessment must stop.

Performance and work practices in relation to the outcomes and evidence
requirements must comply with all current legislation, especially the Electricity Act
1992, and any regulations and codes of practice recognised under that statute; the
Health and Safety in Employment Act 1992; and the Resource Management Act
1991. Electricity supply industry codes of practice and documented industry
procedures include the Safety Manual – Electricity Industry (SM-EI) Wellington:
Electricity Engineers’ Association. A full list of current legislation and industry codes
is available from the Electricity Supply Industry Training Organisation, PO Box 1245,
Hamilton 3240.

Industry requirements include all asset owner requirements; manufacturers’
specifications; and enterprise requirements which cover the documented workplace
policies, procedures, specifications, business, and quality management requirements
relevant to the workplace in which assessment is carried out.

Compliance audit is defined as an independent review conducted to compare health
and safety performance with a standard for that performance. Audit includes
inspection, assessment or other examination.

On site refers to a wide range of electricity supply environments within which
operating of equipment is required.

Plan a health and safety compliance audit in the electricity supply industry.

Hazard management practices and procedures are checked for compliance.

On site health and safety work practices and procedures are checked for
compliance in terms of personal protective equipment, site protection, accident
and emergency response, and signage.
Outcome 3
Report health and safety audit findings in the electricity supply industry.
Evidence requirements
3.1
Audit findings are reported in terms of findings, compliance, non-compliance,
outline of the audit process, assessment of the investigation, and the scope and
impact of the results on the organisation.
3.2
Potential incidents of non-compliance or unsafe situations are determined and
recorded.
3.3
Recommendations to reduce or eliminate areas of non-compliance in health
and safety are made.
3.4
Report is accurate, complete, concise and legible.
