The range statements across the unit standard can be applied according to enterprise specific equipment, procedures and processes. 2 Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met the assessment must stop. 3 Performance and work practices in relation to the outcomes and evidence requirements must comply with all current legislation, especially the Electricity Act 1992, and any regulations and codes of practice recognised under that statute; the Health and Safety in Employment Act 1992; and the Resource Management Act 1991. Electricity supply industry codes of practice and documented industry procedures include the Safety Manual – Electricity Industry (SM-EI) Wellington: Electricity Engineers’ Association. A full list of current legislation and industry codes is available from the Electricity Supply Industry Training Organisation, PO Box 1245, Hamilton 3240. 4 The phrase in accordance with industry requirements is implicit in all outcomes and evidence requirements in this unit standard. 5 Industry requirements include all asset owner requirements; manufacturers’ specifications; and enterprise requirements which cover the documented workplace policies, procedures, specifications, business, and quality management requirements relevant to the workplace in which assessment is carried out. 6 Compliance audit is defined as an independent review conducted to compare work performance with a standard for that performance. Audit includes inspection, assessment or other examination. Outcomes and evidence requirements Outcome 1 Plan a compliance audit of work carried out in the electricity supply industry. Evidence requirements 1.1 Plan determines type of audit to be used. Range 1.2 Plan includes all basic steps of the audit process. Range 1.3 includes but is not limited to – timing, scope of audit, meetings, compliance audit, methods for gathering evidence, audit report, corrective action, continuing surveillance and return audits. Plan includes methods for recording and reporting audit results. Range 1.4 includes but is not limited to – internal, external, or third party audits (independent regulatory agencies). includes but is not limited to – findings verified with evidence, report includes corrective action to be taken or recommendations. Pre audit meeting confirms project scope, plan and boundaries. Outcome 2 Conduct an on site compliance audit of work carried out in the electricity supply industry. Range includes but is not limited to – hazard identification and control; safety of public, employees, plant, and equipment. Evidence requirements 2.1 Work is checked for compliance with work procedures. 2.2 Work procedure documentation is checked for compliance with asset owner documentation requirements. Range 2.3 may include but is not limited to – procedure sheets, check sheets, test reports, design standards, technical specifications, equipment specifications, drawings. Work tools and equipment are checked for compliance. Range includes but is not limited to – selection of correct tools/equipment, inspection before use, testing before and after use, calibration before use. Evidence requirements 3.1 Audit findings are reported in terms of findings, compliance, non-compliance, outline of the audit process, assessment of the investigation, and the scope and impact of the results on the organisation. 3.2 Potential incidents of non-compliance or unsafe situations are determined and recorded. 3.3 Recommendations to reduce or eliminate areas of non-compliance in the work are made. 3.4 Report is accurate, complete, concise and legible.
