Classification Electricity Supply > Electricity Supply - Core Skills Available grade Achieved Explanatory notes 1 This unit standard is intended for, but not restricted to, workplace assessment. 2 Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met the assessment must stop. 3 Performance and work practices in relation to the outcomes and evidence requirements must comply with all current legislation, especially the Electricity Act 1992, and any regulations and codes of practice recognised under that statute; the Health and Safety in Employment Act 1992; and the Resource Management Act 1991. Electricity supply industry codes of practice and documented industry procedures include the Safety Manual – Electricity Industry (SM-EI) (Wellington: Electricity Engineers’ Association, 2010). Range 1.3 Process of issuing a transfer of control by control centre is described. Range 1.4 request for release, network model, network security, outage planner. The function and responsibilities of the receiver of a transfer of control are described. Range 1.5 outage request, request approval. may include but is not limited to – isolation of equipment, safety measures, issue and cancellation of permits, controlling the operation of the defined transferred equipment, full responsibility of any operational limitations specified checking and actioning of operating sequences for isolation, earthing and other safe making and/or secure operating actions, control of third party operations. Different contexts for transfer of control are described. Range release of secondary plant, communication circuits, protection operation of in service equipment, isolation of equipment for safety purposes, application of safety measures, issue and cancellation of permits. 1.6 The term ‘bounded by point’ is described in terms of transfer of control. 1.7 The equipment that may be used as ‘bounded by point’ is described in terms of transfer of control. Range disconnectors, selector switches, links fuses, protection schemes, communication schemes. Outcome 2 Carry out a transfer of control. Range receive and return transfer of control, permits for equipment. Range 2.2 precise and clear, using standard terminology, relevant boundary definition details are logged, relevant boundary definition details are confirmed to be understood and correct by all parties. The information requirements between parties during transfer of control are met. Range purpose of the transfer of control, relevant boundary definition details, status of any boundary point devices and any operational limitations as appropriate, duration of transfer of control, name of the person relinquishing/receiving control, written and verbal. 2.3 Control of specified equipment is acknowledged and accepted in accordance with any operational limitations. 2.4 Safety isolations on equipment under control are actioned in terms of assurance, permits, and associated permits. 2.5 Transfer of control is returned. 2.6 Equipment permits are issued and cancelled. Outcome 3 Report transfer of control actions. Range includes but is not limited to – operating log, service report, work report. Evidence requirements 3.1 Recorded information is complete, concise, and legible. 3.2 Information is recorded in the required format and filed in the correct location.
