These include most New Zealand domiciled animals, zoo animals and animals visiting New Zealand on a temporary basis such as travelling circuses, race horses, and show animals. Requirements of the Trade in Endangered Species Act 1989 (TIES) must be observed. Animals includes all species of the animal kingdom, and any number of animals being exported in a consignment, including single or individual animals. Conveyance includes any craft (ship or aircraft), truck, cargo container, horse box, wagon, cart, dray, cage, kennel or vehicle that is, or has been, used for the conveyance of, or has come into direct contact with, any organism or organic material. Client refers to the exporter, the exporter’s agent or animal custodian. 2 MAFBA standards and regulations include the Ministry of Agriculture and Forestry Biosecurity Authority (MAFBA) standards 154.02 154.03 series, MAFBA requirements for sea transport of livestock, Maritime rules Part 24c – section 4. 3 Process Procedures are the standard operating procedures approved by the Ministry of Agriculture and Forestry Biosecurity Authority (MAFBA) for the direction of MAF Quarantine Service (MQS) staff in the delivery of biosecurity services. Range: 2.3 time and place of inspection established, animals intended for export assembled. Required documentation and equipment is assembled for inspection, examination and certification of animals. Range: includes, but is not limited to - export certification, import certificates required by the destination country, vaccination or treatment and certification or evidence, animal examination and treatment quarantine equipment, protective clothing and equipment. element 3 Carry our pre-export examination of animals. performance criteria 3.1 Inspecting veterinarians are identified and warrants are presented to the client prior to the inspection. Range: 3.3 Animals meeting export requirements are identified. Range: 3.6 ear tags, microchips, markings and branding, sex, visual features, official identification/containment seals secured on animal conveyances. Health safeguards are undertaken on animals to be exported. Range: 3.5 includes, but is not limited to - pregnancy testing, health and fitness parameters, export specification and certificate compliance. includes, but is not limited to - suitable holding pens and cages, transport conveyances, loading density, daily care requirements (from competent care givers), medication, administration, tranquillisation options and requirements, travel plans and timetables, interrupted journey contingency plans, emergency contacts. Relevant export documentation and equipment requirements to accompany the animals are prepared in accordance with export and transit requirements. Range: includes, but is not limited to - reconciliation of animal numbers and identification marks against the export schedule; verification of intact official seals on animal conveyances. 4.2 Conveyances for transporting the export animals and the on-going animal welfare requirements during transit are checked to ensure they meet legislative requirements and MAFBA standards and regulations. 4.3 Final treatments and/or examinations are carried out on animals in accordance with export certificate requirements. 4.4 Export certification is reviewed to ensure validity and fulfilment of all conditions and requirements of the certificate in accordance with Process Procedures. 4.5 Complying animals are passed for export in accordance with process procedures. 4.6 Non-complying animals are isolated and held from export pending advice from MAF Biosecurity Authority International Trade Section. 4.7 Instructions are executed in accordance with MAFBA requirements. Range: 5.3 includes, but is not limited to - export certification, zoo-sanitary certificates, statistical data, regulatory and service fee charges. Records and documents are in a format required by MAFBA and MQS and submitted in accordance with Process Procedures.
