This unit standard is for Ministry of Agriculture and Forestry
Quarantine Service (MQS) veterinarians carrying out
supervisory or inspection duties relating to the export of
animals.
People credited with this unit standard are able to: identify
export authorities and advise the client of requirements;
prepare for inspection of animals intended for export; carry
out pre-export examination of animals; carry out the final
inspection of export animals at the port of exit; complete
documentation and records.

This unit standard is for MQS veterinarians warranted under
the Biosecurity Act 1993 and the Animal Welfare Act 1999
and who hold current veterinarian registration.

Evaluation of documentation and visit by NZQA and industry.
moderation option:
A centrally established and directed national moderation
system has been set up by Forest Industries Training.

special notes:

Definitions
For the purpose of this unit standard animals are live
animals approved for export from New Zealand. These
include most New Zealand domiciled animals, zoo
animals and animals visiting New Zealand on a
temporary basis such as travelling circuses, race
horses, and show animals. Requirements of the Trade
in Endangered Species Act 1989 (TIES) must be
observed.
Animals includes all species of the animal kingdom, and
any number of animals being exported in a
consignment, including single or individual animals.
Conveyance includes any craft (ship or aircraft), truck,
cargo container, horse box, wagon, cart, dray, cage,
kennel or vehicle that is, or has been, used for the
conveyance of, or has come into direct contact with,
any organism or organic material.
Client refers to the exporter, the exporter’s agent or
animal custodian.

of Agriculture and Forestry Biosecurity Authority
(MAFBA) standards 154.02 154.03 series, MAFBA
requirements for sea transport of livestock, Maritime
rules Part 24c – section 4.

Process Procedures are the standard operating
procedures approved by the Ministry of Agriculture and
Forestry Biosecurity Authority (MAFBA) for the direction
of MAF Quarantine Service (MQS) staff in the delivery
of biosecurity services.

Legislation applying to this unit standard includes the
Resource Management Act 1991, Trade in Endangered
Species Act 1989, Fisheries Act 1983, Health Act 1956,
Conservation Act 1987, Animal Welfare Act 1999,
Zoological Gardens Regulations 1977, Veterinary
Registration Protocols, International Air Transport
Association (IATA), Airport By-Laws, Live Animal
Regulation (current year’s version), Animal Welfare
Export Certificates Codes of Recommendation, Health
and Safety in Employment Act 1992.

Delegated authorities and requirements of veterinary inspectors and other
organisations that have a role in animal export are explained in terms of
legislation and MAFBA standards and regulations.

Procedures.

Special inspection parameters are identified for the species of animals to be
exported.

Pre-export inspection arrangements are made with the client.

examination and certification of animals.

certificates required by the destination country, vaccination or

Veterinarian examination of animals is carried out to export requirements in
accordance with Process Procedures.

animals are prepared in accordance with export and transit requirements.

Carry out the final inspection of export animals at the port of exit.
performance criteria
4.1
The export consignment of animals from the place of origin to the port of exit is
verified.
Range:
includes, but is not limited to - reconciliation of animal numbers
and identification marks against the export schedule; verification of
intact official seals on animal conveyances.
4.2
Conveyances for transporting the export animals and the on-going animal
welfare requirements during transit are checked to ensure they meet legislative
requirements and MAFBA standards and regulations.
4.3
Final treatments and/or examinations are carried out on animals in accordance
with export certificate requirements.
4.4
Export certification is reviewed to ensure validity and fulfilment of all conditions
and requirements of the certificate in accordance with Process Procedures.
4.5
Complying animals are passed for export in accordance with process
procedures.
4.6
Non-complying animals are isolated and held from export pending advice from
MAF Biosecurity Authority International Trade Section.
4.7
Instructions are executed in accordance with MAFBA requirements.

Complete documentation and records.
performance criteria
5.1
Final export documentation required by New Zealand, the client and the
destination country is verified and endorsed by the supervising veterinarian
following the final examination.
5.2
Records and documents contain the data required by MAFBA and MQS.
Range:
5.3
includes, but is not limited to - export certification, zoo-sanitary
certificates, statistical data, regulatory and service fee charges.
Records and documents are in a format required by MAFBA and MQS and
submitted in accordance with Process Procedures.
