Special notes 1 Definitions Industry procedures refer to all workplace requirements in operation in casinos. These may include, but are not limited to, relevant statutory and regulatory requirements, Minimum Operating Standards, Gazetted Rules, Licence Conditions, and procedures described in training courses for the conduct of games, as approved by the Department of Internal Affairs or the Gambling Commission respectively. Industry procedures may also include procedures specific to an enterprise involved in the casino gaming industry. These additional enterprise procedures may include, without limitation, quality assurance, documentation, security, communications, health and safety, and personal behaviour; New Zealand Qualifications Authority 2016 25672 version 1 Page 2 of 3 Internal controls for casino surveillance purposes covers the procedures for all departments of a casino. These departments may include but are not limited to games, gaming machines, and food and beverage; Surveillance Standard means the Surveillance Policy describing the required standard, type, operation and installation of surveillance facilities, approved by the Gambling Commission, as may by substituted or amended by the Commission from time to time. 2 The Gambling Act 2003 is the main piece of legislation relevant to this unit standard together with associated legislation and/or regulations, including but not limited to the: Health and Safety in Employment Act 1992, Privacy Act 1993, Official Information Act 1982, New Zealand Bill of Rights Act 1990, Crimes Act 1961, Summary Offences Act 1981, Trespass Act 1980, Evidence Act 2006. 3 This unit standard is designed primarily to be assessed on the job. 4 Persons intending to work as a casino surveillance operator require a Certificate of Approval issued by the Department of Internal Affairs. Elements and performance criteria Element 1 Explain internal controls and accounting procedures relevant to surveillance in a casino. Performance criteria 1.1 Casino internal controls and accounting procedures are explained in accordance with the Surveillance Standard and industry procedures. 1.2 Casino internal controls and accounting procedures are explained in accordance with the Surveillance Standard and industry procedures. Element 2 Ensure compliance with internal controls and cashiering procedures relevant to surveillance in a casino. Performance criteria 2.1 Cashiering procedures are monitored for compliance with the Surveillance Standard and industry procedures, and any irregularities are addressed in accordance with industry procedures. 2.2 The handling of coin, cash, and chips is monitored and any irregularities are addressed in accordance with industry procedures. 2.3 The identification of forged monies and chips is monitored and any irregularities are addressed in accordance with industry procedures. 2.4 The processing of found monies is monitored and any irregularities are addressed in accordance with industry procedures. Range include but is not limited to – access to sensitive areas, access by unauthorised persons to gaming areas. Element 3 Ensure compliance with internal controls and gaming procedures relevant to surveillance in a casino. Performance criteria 3.1 Casino table games are monitored and any breaches in compliance are actioned in accordance with industry procedures. Range 3.2 baccarat, blackjack, roulette; other games may include but are not limited to – pai gow, tai sai, Caribbean stud poker, money wheel, poker; evidence is required for six games in total. Casino gaming machine operations are monitored and any breaches in compliance are actioned in accordance with industry procedures. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
