Graduates of this certificate will have the skills and knowledge to work in the building and/or building regulatory environment. Example roles include: Technical support officers, vetting officers, Building Consent Authority administrators, warrant of fitness monitoring, Territorial Authority enforcement officers, code compliance certificate auditors, project/land information memorandum officers, planning check officers, customer service officer – building officer – fencing of swimming pools, construction related call centres representatives, administrators in construction companies, design practices, property companies. Qualification specifications Qualification award This qualification is awarded by the education organisation where the learner achieved the programme of study or industry training leading to the qualification. Evidence requirements for assuring consistency Evidence may come from: Minimum standard of achievement and standards for grade endorsements - Regular monitoring of learner/trainee progression within either the TEO or the workplace including liaising with employers, teaching staff, training supervisors, and industry managers about the value of the training, graduates, and qualification, to the business. - Feedback from major associations, such as Building Officials Institute of New Zealand (BOINZ), Local Government New Zealand (LGNZ), Society of Local Government Managers (SOLGM) to ensure their members involved in the Building Surveying industry are satisfied with the qualification graduates. - Feedback from overseas professional bodies such as the Australian Institute of Building Surveyors. - Regular cross-industry meetings (Industry Advisory Groups) where the changing training needs of the industry can be discussed in light of technology changes, workplace practices, and graduate capabilities. - Independent surveys of graduates and employers to determine if the graduates are appropriate for the workplace. - Providing an alignment matrix of programme outcomes or unit standards against the qualification outcomes. Programme and assessment should include the following knowledge and skills: - Consent documentation reviewed for completeness with Building Act, regulatory requirements, and quality systems and make recommendations for further action - Communication with owners or their agents with respect to building consent and other applications - Actioning, recording and filing of certificates and notices and other correspondence - Receiving customer enquiries and resolving or escalating to appropriate level. Page 3 of 4 3 Apply knowledge of the relevant aspects of the regulatory framework within the building and/or building regulatory environment Programme and assessment should include the following knowledge and skills: - The purpose of the Building Act - Navigation of the Building Act and Regulations and other relevant legislation applicable to building and construction - The relationship between the Territorial Authority and the Building Consent Authority and their relative regulatory responsibilities in terms of the built environment - The relationship of the Building Act with the New Zealand Building Code, acceptable solutions and verification methods, standards, technical literature, approvals, determinations and other documentation required to carry out the building control function. Credit 12 4 Operate effectively in a support role within the building and/or building regulatory environment including related government departments, industry bodies, and stakeholders Programme and assessment should include the following knowledge and skills: - Identification of key industry organisations/stakeholders and their relationships, legal status and duties as they apply to building and construction compliance. Organisations and stakeholders will include the likes of Ministry of Business Innovation and Employment, Standards New Zealand, BRANZ, manufacturing organisations, designers, contractors, and building owners - The roles and responsibilities of the Territorial Authority and the Building Consent Authority to community and stakeholders - Working within this framework and communicating accordingly to customers and other stakeholders - Appropriate professional, ethical, social, sustainable and cultural practices in all aspects of their work. Credit 6 5 Apply the relevant technical and administrative aspects of the building regulatory process to support approval processes Programme and assessment should include the following knowledge and skills: - Requirements for a building consent application and how the process works, including but not limited to timescales, requests for further information, producer statements, peer reviews and the relationship with other processes, including the likes of the Resource Management Act and Health Act - End to end building consent processes including assessing and inspecting. - Maintenance of accurate records in compliance with statutory requirements - Compliance with a quality system such as a Building Consent Authority’s.
