Strategic purpose statement
The purpose of this qualification is to provide the processing
sector of the glass industry with people who are able to operate
unsupervised as glass processors.
This qualification will provide for those individuals who are
working as glass processors a credential that will support their
career opportunities across a range of companies in the glass
sector.
Graduates of this qualification will be able to work to the required
safety, technical, quality, and productivity standards, providing
customers with confidence in the products they receive.
The optional strands attached to this qualification allow
graduates to specialise in manufacturing insulating glass units,
toughened and heat strengthened glass, screen printed glass,
laminated glass, and the use and operation of Computer
Numerically Controlled Machinery.
Graduate profile
Graduates of this qualification will be able to:

Education pathway
apply a broad practical working knowledge to produce a
range of standard and customised glass items using a
computer numerical controlled machine.
This qualification leads on from the New Zealand Certificate in
Glass (Level 3) [Ref: 2944].
Graduates of this qualification may choose to progress into
further study of other New Zealand construction related trades or
management qualifications at levels 4, 5 and 6.
Employment pathway
Graduates of this qualification will be people already working in
the glass industry as glass processors.
Graduates may also obtain employment within the glazing
industry because of recognition of possible optional strands .

Qualification specifications
Qualification award
This qualification may be awarded by the BCITO as the
qualification developer and the industry training organisation
arranging training leading to the qualification under section 5 of
the Industry Training Act 1992.
This qualification may also be awarded by an education provider
recognised as a programme owner accredited under section 259
of the Education Act 1989 to deliver a programme leading to this
qualification.
The formal document certifying the award of this qualification will
display the NZQF logo and may also include the name or logo of
the qualification developer and/or other awarding body.
Evidence requirements for
assuring consistency
All education organisations delivering programmes that lead to
the award of the qualification are required to participate in a
consistency process scheduled by NZQA.
This will involve review of evidence associated with graduates’
achievement of outcomes, and agreeing acceptable thresholds
for qualification outcome achievement, and areas for
improvement.

graduate profile outcomes, TEOs are required to produce their
own evidence in a high level report.
Evidence may include the following:

programme statistics such as completion data and
graduate destination data
evidence from internal and/or external moderation
processes
documentation of processes that ensure programmes
continue to meet current industry needs
regular feedback gathered from learners and employers
any other relevant evidence as appropriate.

Minimum standard of
achievement and standards for
grade endorsements
The minimum standard of achievement required for the award of
the qualification is the achievement of all outcomes in the
graduate profile. There are no grade endorsements for this
qualification.

Candidates need to complete the New Zealand Certificate in
Glass (Level 3) [Ref: 2944], or demonstrate equivalent
knowledge and skills, before enrolling in a programme leading to
this qualification.
General conditions for the programme leading to the qualification
General conditions for
programme
Candidates undertaking programmes leading to the award of this
qualification will be required to complete the core graduate
outcomes. Candidates undertaking any of the optional strands
will complete these in addition to the qualification requirements.
TEOs arranging training or delivering programmes towards this
qualification must ensure that the training arranged and
programmes of learning delivered, are kept up-to-date with
regard to amendments to, and replacements of relevant
legislation, regulations and Australia/New Zealand Standards
(AS/NZS). Current standards can be accessed at

All manufacturing and installation tasks are to be carried out in
accordance with the Health and Safety in Employment (HSE) Act
1992; equipment manufacturers’ instructions; government and
local government legislation, regulations and bylaws; company
quality management systems and relevant AS/NZS standards.
Programmes must ensure that graduates are able to
demonstrate professional growth and are able to display
commercial competence in all skills which are listed in the
conditions of the qualification outcome section.

Transition information
Replacement information
This qualification replaced the National Certificate in Glass
Processing [Ref: 1103].
The last date for entry into programmes leading to the replaced qualification is 31 December 2017. The
last date for assessment against this qualification is 31 December 2020, at which time it will be
designated as discontinued.
Candidates may either complete the replaced qualification or transfer to the New Zealand Certificate in
Glass Processing (Level 4) with optional strands in Manufacturing Insulating Glass Units, Manufacturing
Toughened and Heat Strengthened Glass, Manufacturing Screen Printed Glass, Manufacturing
Laminated Glass and Computer Numerically Controlled Machinery [Ref: 2946].
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
However, anyone who feels that they have been disadvantaged may appeal to BCITO at the address
below. Appeals will be considered on a case-by-case basis.
