Purpose
This unit standard is for Building Control Surveyors who are required to
complete building inspections for small buildings. People credited with this
unit standard are able to: complete the pre-inspection process of building
inspections for small buildings; complete building inspections for small
buildings; and complete the post-inspection process of building inspections
for small buildings.

Assessment against this unit standard must be a minimum of two new projects, and
two alterations, with a minimum of one building including an alternative cladding
solution.
Within the range of projects complete a final inspection and any two inspections per
project without repeating the same inspection more than twice. Inspections include –
excavation, foundation, floor slab, block work, structural masonry, building structure,
pre-line, cavity, post-line, pre-cladding, post-cladding.

The scope of buildings assessed within this unit standard fall generally within the
coverage of New Zealand Standards 3604:1999 Timber Framed Buildings and
4229:1999 Concrete masonry buildings not requiring specific engineering design,

Definitions
Small buildings are small scale, lightweight buildings, generally of non-specific
design, and of domestic scale with lightweight framing and/or concrete or concrete
masonry construction.
Quality management systems (QMS) refers to a formal management system that
establishes policy and objectives (and ways of achieving them) in order to direct and
control an organisation with regard to quality.
District plan means an operative plan approved by a territorial authority under
Schedule 1 of the Resource Management Act 1991; and includes all operative
changes to such a plan (whether arising from a review or otherwise).

Element 1
Complete the pre-inspection process of building inspections for small buildings.
Performance criteria
1.1
Documents required for inspecting a small building are obtained in accordance
with the requirements of the quality management system (QMS).

1.2
Equipment required for inspections is operated in accordance with
manufacturers’ instructions and QMS.
Range
1.3
equipment includes moisture meter and any four of the following –
probe, post hole borer, penetrometer, sheer vane tester,
inclinometer, measuring tape, personal protective equipment
(PPE), levels.
The process for booking building consent inspections is completed in
accordance with QMS.
Element 2
Complete building inspections for small buildings.
Performance criteria
2.1
Compliance of small buildings is established with the building consent approved
documents and Project Information Memorandum (PIM) in accordance with
QMS.
Range
includes but is not limited to – building materials, construction,
type, size, and spacing of all building components.
2.2
Compliance of small buildings is established with the Building Code and
manufacturers’ product specifications and warranties.
2.3
Compliance of small buildings is established in terms of bulk and location
requirements in accordance with the District Plan.
2.4
Any amendments to the approved consent documents are made according to
the Building Act 2004, District Plan, and QMS.
Element 3
Complete the post-inspection process of building inspections for small buildings.
Performance criteria
3.1
The inspection is documented in accordance with QMS.
3.2
The compliance actions are documented in accordance with QMS.
3.3
Documents are stored in accordance with the Building Act 2004 and QMS.

Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.

Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
