People credited with this unit standard are able to complete the pre-inspection, inspection, and post-inspection processes of inspecting services for small buildings. New Zealand Qualifications Authority 2016 24172 version 2 Page 2 of 4 2 Assessment against this unit standard must be for a minimum of two new projects and two alterations, with a minimum of one building including an alternative wastewater disposal solution. Within the range of projects, complete any two inspections per project without repeating the same inspection more than twice. Inspections include – external stormwater and wastewater, pre–floor potable water and wastewater, pre-lining potable water and wastewater, on site effluent disposal systems, on site storage – potable/grey water, solar systems, gas systems, solid fuel with wet back, final. 3 The scope of buildings assessed within this unit standard fall generally within the coverage of NZS 3604:1999 Timber Framed Buildings, NZS 4229:1999 Concrete masonry buildings not requiring specific engineering design, and NZS 3109:1997 Concrete construction, available at http://www.standards.co.nz/default.htm. Please note other standards are referenced with the Building Code Handbook available from http://www.dbh.govt.nz/UserFiles/File/Publications/Building/Compliance– documents/handbook.pdf. 4 Definitions Small buildings are small-scale, lightweight buildings, generally of non-specific design, and of domestic scale with lightweight framing and/or concrete or concrete masonry construction. Quality management systems (QMS) refers to a formal management system that establishes policy and objectives (and ways of achieving them) in order to direct and control an organisation with regard to quality. District plan means an operative plan approved by a Territorial Authority under Schedule 1 of the Resource Management Act 1991; and includes all operative changes to such a plan (whether arising from a review or otherwise). 5 Reference documents: The Building Code Compliance Documents http://www.dbh.govt.nz/building–code–compliance–documents; Building Officials – Building Act 2004 overview http://www.dbh.govt.nz/bofficials-buiding-act-2004-overview. 6 All activities must comply with: any policies, procedures, business protocols, and requirements of the organisation/s involved; and ethical codes and standards of relevant professional bodies. Elements and Performance criteria Element 1 Complete the pre-inspection process of inspecting services for small buildings. Performance criteria 1.1 Documents required for inspecting services for a small building are obtained in accordance with the requirements of the quality management system (QMS). New Zealand Qualifications Authority 2016 24172 version 2 Page 3 of 4 1.2 Equipment required for inspections is operated in accordance with manufacturer’s instructions and QMS. Range 1.3 includes but is not limited to – drainage spear, levels, thermometer, inclinometer, measuring tape, personal protective equipment (PPE). Booking process for services inspections for small buildings is completed in accordance with QMS. Element 2 Complete the inspection process of inspecting services for small buildings. Performance criteria 2.1 Building consent approved documents and Project Information Memorandum (PIM) compliance is established in accordance with QMS. Range includes but is not limited to – building materials; construction; type, size and spacing of all building components. 2.2 Building Code and manufacturers’ product specifications compliance is established with the Building Code and manufacturers’ warranties. 2.3 Location requirements are established in accordance with the District Plan. 2.4 Approved consent documents are amended in accordance with the Building Act 2004, District Plan, and QMS. Element 3 Complete the post-inspection process of inspecting services for small buildings. Performance criteria 3.1 Inspections are documented in accordance with the QMS. 3.2 Compliance actions are documented in accordance with the QMS. 3.3 Documents are stored in accordance with the Building Act 2004 and QMS. Please note Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards.
