NZQA Expiring unit standard 7461 version 5 Page 1 of 3 Title Plan procurement of material, plant and equipment supplies Level 6 Purpose Credits 10 This unit standard is for people who have or seek responsibility for the purchase and supply of materials, plant, and equipment resources, and managers who make, or contribute to making, purchasing and supply management decisions and who are required to coordinate with technical users and specialists. People credited with this unit standard are able to: establish systems for selection and sourcing of supply requirements; secure technical specifications and standards from users; and establish supplier evaluation systems and procedures. Classification Business Operations and Development > Systems and Resources Management Available grade Achieved Explanatory notes 1 Definitions Organisation refers to a specific business entity which may be - profit or non-profit; in private, public, or voluntary sectors; a business unit, iwi, or other special-purpose body. Supplier refers to a person or organisation who supplies products, materials, or services required by the organisation. 2 This unit standard will be assessed on the basis of evidence of demonstrated performance in the workplace or in simulated work situations designed to draw upon similar performance to that required in work. In practice, this will call for a variety of modes of assessment and forms of evidence. Evidence is required to show consistency of performance across a range of situations and to demonstrate knowledge, understanding, and skill in the principles and practices directly relating to the competent performance of elements and performance criteria. Outcomes and evidence requirements Outcome 1 Establish systems for selection and sourcing of supply requirements. Evidence requirements 1.1 Determination of resource needs for purchasing and supply is made by and confirmed with organisation users. NZQA National Qualifications Services SSB Code 130301 New Zealand Qualifications Authority 2016 NZQA Expiring unit standard 7461 version 5 Page 2 of 3 1.2 Identification of resource requirements is based on qualitative and quantitative data, and on technical and performance information gathered from users. 1.3 Determination of resource requirements allows achievement of the organisation's objectives and plans with maximum cost/benefit advantage to the organisation. 1.4 Agreed purchasing needs are fully documented and define the technical, quantity, quality, delivery, commercial, and cost requirements. 1.5 Range of potential sources of supply is secured through product-market search and investigation. Outcome 2 Secure technical specifications and standards from users. Evidence requirements 2.1 Development of specifications and standards for supply of materials, plant, or equipment by technical experts and users is effectively facilitated. 2.2 Specifications and standards describe the materials, plant, or equipment in sufficient technical detail and precision to enable manufacture or supply with the essential performance parameters at minimum cost. 2.3 Use of methods of simplification, variety reduction, and value analysis avoids “over-specification” which increases cost without increasing value. 2.4 Acceptance criteria defined in specifications and standards ensure that conformance to requirements is measurable and deliverable. Outcome 3 Establish supplier evaluation systems and procedures. Evidence requirements 3.1 Requests for quotations or expression of interest identify an adequate range of potential suppliers for the supply of the goods or services required, with supporting information required for supplier assessment and shortlisting. 3.2 Assessment methods are used to identify suitability and capacity of potential suppliers to meet the organisation’s needs and satisfy its selection criteria. Range evidence of knowledge and understanding of supplier selection criteria, including but not limited to - product and/or service range, volume of business capacity, financial soundness, technical backup, reliability for delivery, quality record, after sales service; evidence of four different criteria for supplier selection with rationale for their use.
