Purpose
People credited with this unit standard are able to: identify the
principles of quality assurance requirements for construction,
and develop and produce a quality assurance plan to
implement the quality assurance requirements for a specific
construction site.

1
Definitions
Enterprise refers to the construction management enterprise to which the individual
belongs or a theoretical organisation described for case study purposes.
Quality is the totality of the characteristics of the completed project and the
construction process that bear on their ability to satisfy the needs of clients and other
stakeholders and/or comply with a recognised set of standards.
Quality assurance requirements mean all the planned and systematic activities that
meet a recognised and industry accepted set of standards and/or provide confidence
to clients and other stakeholders that the construction project will fulfil requirements
for quality.
Inspection includes activities such as measuring, examining, testing, and gauging the
characteristics of the structure and the construction process in order to establish
whether conformity and compliance is achieved for that characteristic.
Pre-contract refers to activities before a contract is let for construction of the works.
Post-contract refers to activities after a contract is let for the construction of the
works.

All activities must comply with any policies, procedures, and requirements of the
organisation/s involved; and any relevant legislative and/or regulatory requirements.

Legislation relevant to this unit standard includes: Health and Safety in Employment
Act 1992 and Health and Safety in Employment Regulations 1995;
Resource Management Act 1991;
Building Act 2004.

Outcomes and evidence requirements
Outcome 1
Identify the principles of quality assurance requirements for construction.
Evidence requirements
1.1
All quality assurance requirements associated with a construction company and
their on-site operations that comply with recognised quality assurance
standards, are identified.
1.2
The quality process for achieving the client’s quality requirements is identified
and incorporated into the construction quality assurance requirements.
Range
1.3
pre-contract, post-contract.
Requirements in quality assurance processes that ensure that continuous
improvement of quality is achieved, and that the lessons learned can be fed into
the planning cycle for future projects, are identified.
Outcome 2
Develop and produce a quality assurance plan to implement the quality assurance
requirements for a specific construction site.
Evidence requirements
2.1
Development of the quality assurance plan is carried out in terms of supplied
documentation.
Range
components – specific quality practices, sequence of activities,
critical occurrences, target dates, inspection procedures, sign-off,
variation procedures, responsibilities and authorities for quality,
document control.
2.2
Plan includes provision for client’s special requirements, contingencies and
improvements.
2.3
Plan is documented, and communication channels are identified, in accordance
with the enterprise’s requirements and procedures.

Please note
Providers must be granted consent to assess against standards (accredited) by NZQA, or
an inter-institutional body with delegated authority for quality assurance, before they can
report credits from assessment against unit standards or deliver courses of study leading
to that assessment.
Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
Consent requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
