People credited with this unit standard are, in an aviation
organisation, able to: clarify goals and direction; undertake
strategic analysis; develop and document a strategic plan; and
evaluate a strategic plan.

All references to the CAA refer specifically to the Civil Aviation Authority of New
Zealand.

Definitions
Aviation organisation refers to a public, private or community enterprise, association
or group operating in the aviation environment.
Organisational requirements include any legal requirements, standards, codes of
practice, organisational and/or site requirements, industry best practices, and
manufacturers’ instructions.

1.1
Focus, direction, and structure of the organisation are understood and utilised to
develop and review the organisation’s strategic plan.

Need for development and change is identified and assessed in accordance
with organisational requirements.

Competitive and collaborative factors are identified.

Accurate data for use in the strategic analysis is gathered using reliable sources
in accordance with industry standards and texts.

Competitive and collaborative opportunities are analysed and assessed in
accordance with organisational requirements.
2.3
Expansion opportunities are assessed for viability and feasibility in accordance
with organisational requirements.
2.4
Comprehensive analysis of all relevant data and information is undertaken to
formulate a viable and realistic strategic plan in accordance with organisational
requirements.

3.1
Outcome of strategic analysis is utilised in the development of a strategic plan
in accordance with organisational requirements, and industry standards and
texts.

budget and operational planning.

The evaluation of the plan is discussed and future processes are documented in
accordance with organisational requirements.

goals and targets identified in evidence requirement 1.5.

before they can report credits from assessment against unit standards or deliver courses
of study leading to that assessment.
Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
