Classification Aviation > Aviation - Core Available grade Achieved Explanatory notes 1 All references to the CAA refer specifically to the Civil Aviation Authority of New Zealand. 2 Industry standards are those set in place by the CAA. 3 Industry texts may include but are not limited to – ICAO Safety Management Manual, CAA Rules, CAA Advisory Circulars, operator exposition. 4 Definitions Aviation organisation refers to a public, private or community enterprise, association or group operating in the aviation environment. Organisational requirements include any legal requirements, standards, codes of practice, organisational and/or site requirements, industry best practices, and manufacturers’ instructions. Outcomes and evidence requirements Outcome 1 Clarify goals and direction in an aviation organisation. Evidence requirements 1.1 Focus, direction, and structure of the organisation are understood and utilised to develop and review the organisation’s strategic plan. 1.2 Need for development and change is identified and assessed in accordance with organisational requirements. 1.3 Competitive and collaborative factors are identified. Outcome 2 Undertake strategic analysis in an aviation organisation. Evidence requirements 2.1 Accurate data for use in the strategic analysis is gathered using reliable sources in accordance with industry standards and texts. 2.2 Competitive and collaborative opportunities are analysed and assessed in accordance with organisational requirements. 2.3 Expansion opportunities are assessed for viability and feasibility in accordance with organisational requirements. 2.4 Comprehensive analysis of all relevant data and information is undertaken to formulate a viable and realistic strategic plan in accordance with organisational requirements. Outcome 3 Develop and document a strategic plan in an aviation organisation. Evidence requirements 3.1 Outcome of strategic analysis is utilised in the development of a strategic plan in accordance with organisational requirements, and industry standards and texts. 3.2 Strategic plan is written in accordance with organisational requirements, and industry standards and texts. Range 3.3 may include but is not limited to – organisational description, mission and vision statement, organisational goals and strategies, budget and operational planning. Strategic plan is documented in accordance with organisational requirements. Outcome 4 Evaluate a strategic plan in an aviation organisation. Evidence requirements 4.1 The evaluation of the plan is discussed and future processes are documented in accordance with organisational requirements.
