Classification Construction > Quantity Surveying Available grade Achieved Explanatory notes 1 Definition Project requirements are the requirements of the project as set out in the tender documentation. 2 Administering contracts at this level relates to post-tender financial adjustments involved in a construction contract up to and including preparation of a final account. Evidence requirements 1.1 Communication protocols are defined to meet building project requirements. 1.2 Procedures are established to facilitate and monitor communication throughout the project. Outcome 2 Value work executed. Evidence requirements 2.1 Valuation of work carried out on a construction site is in accordance with contract documentation, including any amendments and variations. Range amendments – sum adjustments, quantity adjustments; variations – additions, deductions, time for completion adjustments. 2.2 Valuation of unfixed materials on and off site is in accordance with contract documentation. 2.3 Valuations are presented in a form that meets contract documentation requirements for certification by others, and include required deductions. Range requirements relating to – clients, contractors, design team members; deductions – retentions, liquidated damages, progress payments. Outcome 3 Evaluate, prepare and present costs of variations. Evidence requirements 3.1 Systems to coordinate all aspects of the variation process for a contract are evaluated, and a system is chosen. Range systems – site instructions, variation price requests, variation orders. Outcome 4 Evaluate, prepare and present fluctuations in cost. Evidence requirements 4.1 Methods of fluctuation recovery are classified and explained in terms of formula and verification. 4.2 The fluctuation process is applied to evaluate the correct price variation to the construction project, in terms of the construction contract. 4.3 Fluctuations in cost are prepared and presented in accordance with contract documentation. Outcome 5 Evaluate, prepare and present the cost of time extensions. Evidence requirements 5.1 Extension of time clauses in construction contracts are identified, evaluated, and applied to projects. 5.2 Claims for extensions of time are evaluated to assess their cost impact on the value of a construction project. 5.3 The cost of time extensions are prepared and presented in accordance with contract documentation. Outcome 6 Adjust included sums in accordance with contract documentation. Evidence requirements 6.1 The contract is analysed to determine how included sums are to be adjusted. 6.2 Included sums are adjusted against actual expenditure in a construction project. Evidence requirements 7.1 Interim and final account statements containing all items are prepared in accordance with contract documentation. Range 7.2 contract works, variations, fluctuations, included sum adjustments, provisional quantities adjustments, liquidated damages, bonuses, materials on and off site. Interim and final account statements are presented in accordance with contract documentation.
