Memorandum October 11, 2013 TO: Chief Executive Officers Chief Business Officers Facilities Directors Other Interested Parties FROM: Frederick E. Harris, Assistant Vice Chancellor College Finance and Facilities Planning SUBJECT: Proposition 39 Energy Efficiency, Renewable and Clean Energy Generation Project Implementation Guidelines Pursuant to the authorities contained in Proposition 39; SB 73, Ch. 29 Statutes of 2013; and AB 101, Ch. 354 Statutes of 2013, item 6870-139-8080, Provision 2, please find enclosed the implementation guidelines for the California Community Colleges Proposition 39 Energy Efficiency, Renewable and Clean Energy Generation Project program. Also enclosed is the 2013-14 per FTES allocation by district of Proposition 39 funds for projects, and the May 29th CCC Prop 39 Guidance Document which contains a variety of helpful resources and information for districts. This implementation package is intended to provide you with the necessary information, forms and processes for the successful and timely completion of your projects in compliance with all the statutory requirements. Information regarding the Workforce and Economic Development Prop 39 grant allocations will be made in a separate communitcation from that division. It is projected that Community Colleges could receive a total of approximately $300 million from Prop 39 over the next five years. Funding up to your district’s annual FTES allocation will be made after specific project proposals are approved by our office pursuant to the Guidelines. The first funding from Prop 39 for approved projects will be going to districts at the end of October through the monthly state apportionment process. Subsequent allocations will be dependent on districts meeting the milestones contained in the enclosed 2 month timeline and as further described in the Guidelines. We have coordinated our processes for Prop 39 with the utilities incentive programs, so that you can easily maximize the amount of funding available for your projects from both sources. It is imperative that all of the above timeline steps are completed as soon as possible so that this years Prop 39 funds can be put to work and our system can report substantial energy savings in 2013-14. Projects that have not completed timeline steps 1 – 4 by the 10th of the month, will not receive their allocation at the end of that month and will have to wait to the subsequent months apportionment. Please know that technical assistance is available to you from the Utilities and the Chancellor's Office to help ensure successful completion of your projects along each of these steps through project completion.
