Ad Hoc Committee Discussion Template Please use the following template to frame the discussion of the need for an Ad Hoc Committee. The Planning and Budget Committee can approve the Ad Hoc Committee by a majority vote. 1. Proposed Name of Ad Hoc Committee Resource Allocation Committee – Classified Staffing 2. Purpose: a. What is the work that the committee will undertake (it's charge)? The purpose of the Resource Allocation Committee (RAC-CS) is to review Program Improvement Objectives (PIOs) and Resource requests that require additional classified staffing resources that are not under the purview of the Planning and Budgeting Integration Model (specifically, the District Technology Committee, the District Education Committee and the District Facilities Committee). b. What does the committee want to accomplish in undertaking this work The goal of establishing this ad hoc committee is to provide an opportunity to review classified staffing requests, as there is currently no venue where this takes place. Although the RAC-CS has a specific function in supporting review of classified staffing resources, it will retain goals similar to district subject matter committees: Stress the use of program reviews and annual program updates in making recommendations Assist in developing district-wide strategies that are acceptable to all colleges Provide feedback to the colleges Identify opportunities for college-to-college collaboration where resource sharing could be useful. 3. Rationale: a. Why is an ad hoc committee needed to do this work? The change for the District Technology Committee, Education Committee and Facilities Committee has already been established. The establishment of this ad hoc committee will provide the PBC with support in ensuring that resource requests have been fully vetted through the advisement of the RAC-CS) b. How is the committee’s work important to the Peralta Colleges? Per November 20, 2015 Planning and Budgeting Council minutes, a case has been made that a new (ad-hoc) committee has been formed to ensure PIOs that have staffing requests using unrestricted funds 4. How does its work align with the mission and vision for the College? The RAC-CS works in support of the mission and vision of Colleges to ensure that proposed projects and initiatives have the adequate support needed. 5. Time Frame: (number of semesters needed, start date) –Note: Two is the maximum number of semesters that can be proposed for an Ad Hoc Committee. Extensions or renewal of the committee’s time frame will be determined by the Planning and Budget Committee at the end of the established time frame. The RAC-CS will be formed in February 2016 and will conclude no later than June 2016. 6. Tasks, Timeline and Deliverables a. What specifics tasks will be accomplished? b. Committee Composition a. How large is the committee? The RAC-CS will consists of no more than 5 PBC members. b. How is membership determined? The membership will consist of the following: Local 39 representative, Local 1021 Representative, District Academic Senate Representative, one college President, Vice Chancellor for Finance c. What is the term for serving on the committee? The term for the committee members will end no later than June 2016. Committee members will be eligible to serve at the discretion of the PBC.
