Ad Hoc Task Forces or Work Groups for PBIM Committees
Planning and Budgeting Council (PBC), District-wide Education Committee (DEC),
District-wide Technology Committee (DTC), and District-wide Facilities Committee (DFC)
An ad hoc or “temporary” task force or work group is not subject to the notice and posting
requirements of the Brown Act so long as the task force or work group:
 Serves a limited or single purpose that is not perpetual
 Is composed of less than a quorum of the PBIM committee (PBC, DEC, DEC or DTC)
o Example: The Planning and Budget Council has 26 members, with a quorum of
14 (a majority plus one). Therefore, ad hoc task forces or work groups for the
council would be comprised of no more than 13 members, which is one less than
the quorum.
 Has a defined purpose and timeframe to accomplish that purpose
 Will be dissolved once the specific task is complete
 Is advisory
Establishing Ad Hoc Committees
Members of ad hoc task forces or work groups may be appointed by the Chair or Co-chair (s) of
the respective PBIM Committee (PBC, DEC, DTC, DFC), on behalf of the respective committee
or by action of the entire committee. Although the ad hoc task force or work group itself is not
subject to the Brown Act, the action to create the committee should be done at a publicly noticed
meeting and the item should be placed on the agenda for that purpose.
Ad Hoc Proposal Template
A template has been created to assist committee members with determining whether there is a
need for an Ad Hoc task force or work group to serve in an advisement capacity for the
committee. Completing the template will enable the committee to make an informed decision on
the necessity of the committee and add clarity to the goals and deliverables of the task force or
work group.
Draft discussed and agreed upon at the February 26, 2016 meeting of the Planning and Budgeting
Council (PBC). Final approval is pending the March 18, 2016 meeting of the PBC.

Note: Two is the maximum number of semesters that can be proposed for an Ad
Hoc task Force or work Group. Extensions or renewal of the time frame will be
determined by the respective PBIM committee at the end of the established time
frame.

What is the timeline for accomplishing each task or deliverable? Please
include when the accomplishments will be shared with the Planning and
Budget Council.
