Purpose:
What is the work that the task force or work group will undertake (its charge)?
The purpose of the Resource Allocation Task Force for Classified Staffing (RATF-
CS is to review requests and program improvement objectives that request additional classified staffing that are not under the purview of review by the District
Technology Committee, the District Facilities Committee or the District Education
Committee.

Rationale:
Why is the ad hoc task force or work group needed to do this work?
The goal of establishing this ad hoc task force is to provide an opportunity to make recommendations to the PBC upon review of classified staffing requests, as there is currently no venue where this takes place.
Although the TATF-CS has a specific function in reviewing classified staffing resource requests, it will retain goals similar to the district subject matter committees and:
1.
Stress the use of program review and annual program updates in making recommendations
2.
Assist in developing district-wide strategies that are acceptable to all colleges
3.
Provide feedback to the colleges
4.
Identify opportunities for college-to-college collaboration where resource sharing could be useful.
How does the work of the task force or work group align with the mission and strategic goals of the Peralta Community College District?
The charge of the DTC, DFC and DEC has already been established. None of them currently considers classified staffing requests when prioritizing their resource allocation recommendations.
Integrating resource requests is directly aligned with PCCD Strategic Goal E.

Time Frame: (number of semesters needed, start date, end date)
Note: Two is the maximum number of semesters that can be proposed for an Ad
Hoc task Force or work Group. Extensions or renewal of the time frame will be determined by the respective PBIM committee at the end of the established time frame.
The RATF-CS will be formed in March 2016 and will conclude no later than June
2016.
The RATF-CS may need to be formed on an as-needed basis each year during the spring semester. Given this, the PBC may wish to review the deliverable at the conclusion of the RATF-CS timeline to determine its eligibility as a District-wise
Advisory Committee.

What is the timeline for accomplishing each task or deliverable? Please include when the accomplishments will be shared with the Planning and Budget Council.
February 26, 2016 Request that the PBC endorse the charge and composition of the task force.
March 2016 Convene the RATF-CS to determine the following:
Establishment of roles and responsibilities of members (chair, co-hair, facilitator, recorder, notetaker)
Rubric development for review of classified staffing resource requests
March 18, 2016 Request approval of the rubric from the PBC
Meetings to review classified staffing requests and make recommendations.
March 2016
On or before
March 30, 2016
Forward recommendation of prioritizations to the PBC.

Task Force Composition
How large is the committee?
The RATF-CS will consist of no more than 8 members.
How is membership determined?
Note: There can be a member not on the respective PBIM committee as long as it is ratified the respective PBIM committee as a whole.
The membership will consist of the following:
One Local 39 representative
One Local 1021 representative
Two Classified representatives, one of whom is a confidential employee.
One District Classified Senate representative or appointee
One District Academic Senate representative or appointee
One College President
Vice Chancellor of Finance
What is the term for serving on the committee?
The term is for one semester, spring 2016.
