NZQA Expiring unit standard 16352 version 4 Page 1 of 3 Title Explain a Māori environmental management system and application within Resource Management Act 1991 Level 5 Credits 7 Purpose People credited with this unit standard are able to explain: a local Māori environmental resource management system and how it is achieved; how this system accommodates the disposal of human waste; and how this system may be recognised and provided for by local government and the Resource Management Act 1991. Classification Whenua > Te Whakahaere Whenua Available grade Achieved Explanatory notes 1 Local iwi or hapū curriculum aims and objectives underpin the national standard basis of this unit standard. 2 The context of the unit standard is limited to local rohe or takiwā. Where local rohe are also occupied by a number of other iwi or hapū, the tangata whenua or mana whenua view will take precedence. Other iwi or hapū views should be encouraged in order to enrich and enhance understanding of key Māori concepts and practices. 3 The definitions of Māori words and concepts in the local dialect must be verified by the local iwi and/or hapū. 4 For the assessment of this unit standard, descriptions and explanations can be presented in a number of ways that may include but are not limited to – oral presentations, visual presentations, written presentations, whakaari, waiata, haka. 5 Relevant legislation must include but is not limited to: the Resource Management Act 1991 (RMA) and its subsequent amendments. Outcome 2 Explain how a local Māori environmental resource management system accommodates the disposal of human waste. Evidence requirements 2.1 Explanation includes a description of a customary Māori human waste disposal system in a local context. 2.2 Explanation includes a description of how a customary Māori human waste disposal system is consistent with the objectives of kaitiakitanga. 2.3 Explanation includes the reasons for a Māori waste disposal system operation. Outcome 3 Explain how a local Māori environmental resource management system may be recognised and provided for by local government within the RMA. Evidence requirements 3.1 Explanation includes a description of the provisions of the RMA that allow local government to transfer power to iwi authorities. 3.2 Explanation includes a description of the provisions made in the development of regional policy statements and plans that provide for Māori. 3.3 Explanation includes a description of the monitoring and enforcement provisions and how these may provide for Māori perspectives.
