Strategic purpose statement
The purpose of this qualification is to provide the resource
recovery industry with people who have the skills and knowledge
required to work as operators within their particular sector of the
resource recovery industry.
Learners will benefit by having a qualification which recognises
the skills and knowledge of a competent operator to enable
improved job performance and a credential to enhance
employment opportunities in the resource recovery industry.
This qualification is suitable for learners who have some prior
learning or experience in their sector, such as those who have
experience as a processor or site worker.
Graduates will work under limited supervision, and will have the
skills and knowledge required to operate machinery relevant to
their resource recovery operation. They will be able to work with
other processors and operators to handle and process material in
the resource recovery workplace relevant to their chosen strand.

Graduates of the Composting strand will also be able to:

apply knowledge of composting principles to operate
windrows and undertake related duties at a composting
workplace
Graduates of the Recovery and Recycling strand will also be able
to:

identify, accept, sort, and store a range of items received at a
recovery and/or recycling workplace
Graduates of the Scrap Metal Recycling strand will also be able
to:

receive, grade, and weigh nonferrous metals for purchase at
a scrap metal recycling workplace, in compliance with
relevant legislation
Graduates of the Solid Waste strand will also be able to:

apply knowledge of landfill operations to determine and
respond to incoming waste loads at a solid waste workplace
Graduates of this qualification with the optional strand in
Hazardous Waste will also be able to:


This certificate builds on the New Zealand Certificate in
Resource Recovery (Level 2) [Ref: 2743].
This certificate can lead to the New Zealand Certificate in
Resource Recovery (Level 4) with strands in Composting,
Recovery and Recycling, Scrap Metal Recycling, and Solid
Waste [Ref: 2745].
Employment pathway
Holders of this certificate will have the skills and knowledge to
work as operators in their particular resource recovery
workplace.
Holders of the optional Hazardous Waste strand will also have
the skills and knowledge to work in roles where they are required
to handle and process hazardous waste safely.

This qualification may be awarded by the NZ Motor Industry
Training Organisation (Inc) as the qualification developer and the
industry training organisation arranging training leading to the

qualification under section 5 of the Industry Training Act 1992.
This qualification may also be awarded by an education
organisation accredited under section 250 of the Education Act
1989 to deliver an approved programme leading to this
qualification.
The formal document certifying the award of this qualification will
display the NZQF logo and may also include the name and/or
logo of the awarding education organisation.
Evidence requirements for
assuring consistency
Tertiary Education Organisations (TEOs) will supply evidence
that demonstrates how the graduate outcomes are being met.
Evidence should include:
–
surveys of graduates and employers which determine how
well graduates are meeting the graduate outcomes in the
workplace
–
any feedback from major industry associations
demonstrating how well graduates are meeting their
members’ needs
–
evidence of monitoring to ensure changes in industry
practice are identified and incorporated in to training
requirements
–
workplace evidence that shows how the graduate outcomes
are being met
–
any other relevant evidence.

The minimum standard of achievement required for award of the
qualification will be the achievement of all graduate outcomes in
the graduate profile through successful completion of an NZQA
approved programme.

Replacement information
This qualification replaced the National Certificate in Scrap Metal
Recycling (Operations) [Ref: 1285], the National Certificate in
Composting [Ref: 1316], the National Certificate in Resource
Recovery Operations [Ref: 1347], the optional strand in
Hazardous Waste of the National Certificate in Solid Waste (Core
Skills) (Level 2) [Ref: 1398], the National Certificate in Solid
Waste Disposal (Landfill Entry Control) [Ref: 1399], the National
Certificate in Solid Waste Disposal (Landfill Operations)
[Ref: 1400], and the National Certificate in Hazardous Waste
(Processing and Disposal) [Ref: 1402].
The last date for entry into programmes leading to the replaced qualifications is 31 December 2016. The
last date for completion of those qualifications is 31 December 2020, at which time they will be
designated as discontinued.
People currently working towards any of the replaced qualifications must complete its requirements, or
transfer to a programme of study or training leading to this qualification, by 31 December 2020.
