PROPOSED TEACHER EDUCATION QUALIFICATIONS – LEVEL 4 ASSSESMENT
New Zealand Certificate in Assessment
Level 4 – 40 credits
STRATEGIC PURPOSE STATEMENTS
This qualification is for individuals who undertake the assessment of learners that leads to an award. It
would be particularly relevant to assessors within industry or workplaces.
This qualification will provide New Zealand with people who can be employed as skilled assessors.
Graduates will be capable of applying the principles and practices involved in the assessment process to
professional standards.
New Zealand’s bicultural and multicultural business environment will benefit by having skilled graduates
who improve the capabilities of the workforce, to improve productivity.
Graduates will also have an understanding of a range of pedagogical principles and will be informed by
Aotearoa New Zealand's Te Tiriti o Waitangi, Pacific location, and multicultural environment, in which the
indigenous status of Tangata Whenua and the role of Tangata Tiriti are understood in relation to the given
contexts in which they practise.
GRADUATE PROFILE OUTCOMES
Graduates of this qualification will be able to:
1. Apply assessment principles and processes in making sound assessment judgements on assessment
evidence produced by learners (13 credits)
2. Manage the pre- and post-assessment processes effectively and in accordance with recognised good
practice (8 credits)
3. Act professionally, ethically and with cultural sensitivity as an assessor (6 credits)
4. Communicate effectively with a diverse range of people including providing effective feedback to
learners and on assessment design and process. (8 credits)
5. Participate in quality assurance activities (5 credits)

PATHWAYS
Education Pathway
Graduates of this qualification may undertake further study in adult education and training and assessment.
This may include:
 New Zealand Certificate in Adult and Tertiary Teaching (Level 4)
 New Zealand Certificate in Adult and Tertiary Teaching (Level 5)
 New Zealand Certificate in Assessment (Advanced Practitioner) (Level 6)
Employment and Community Pathways
Graduates of this certificate will have the skills and knowledge to work in a variety of roles in the workplace
or industry assessor context.
This qualification may contribute to professional requirements for registration as an assessor.
QUALIFICATION SPECIFICATIONS
Qualification award
This qualification will be awarded to people who have met the requirements of the outcomes. Credit gained
for an outcome may be used only once to meet the requirements of this qualification. Awarding bodies for
this qualification will be any education organisation accredited under section 38 of the Education
Amendment Act 2011 to deliver a programme leading to the qualification. The certificate will display the
NZQF logo and the name and logo of the awarding body.
Arrangements for managing consistency
All education organisations either arranging training or delivering programmes that lead to the award of the
qualification are required to participate with the qualification developer in a scheduled consistency process.
This will involve establishing a periodic cycle for the external consistency review, reviewing evidence
associated with graduates’ achievement of outcomes, and agreeing acceptable standards and/or
benchmarks for qualification outcome achievement, and areas for improvement.
New requirements for assuring consistency of graduate outcomes are being developed. Please refer to the
Guidelines for approval of New Zealand qualifications for listing on the New Zealand Qualifications

Credit transfer and recognition of prior learning arrangements
Education organisations must have policies and procedures in place for managing credit transfer, and
assessing recognition of prior learning and recognition of current competency. These policies and
procedures, and associated fees must be available to the candidates prior to enrolment.
Where recognition of existing skills and knowledge is requested by the candidate, this will be arranged by
the education organisation delivering the programme leading to the qualification.
To facilitate credit transfer, education organisation must clearly demonstrate the equivalency between each
of the outcomes in the graduate profile, and the assessment components of their programmes.
Any credit transfer or recognition of prior learning will need to demonstrate the candidate’s consistency
with the graduate profile outcomes and conditions below.
Minimum standard of achievement and standards for grade endorsements
The minimum standard of achievement required for the award of the qualification will be the achievement
of all the graduate outcomes in the graduate profile. There are no grade endorsements for this qualification.
Entry Requirements
 Literacy and numeracy
 Learners are recommended to have appropriate technical expertise in the area graduates will be
assessing
QUALIFICATION CONDITIONS
Conditions for programme structure
 Learning and assessment should be a holistic and integrated activity.
 Workplace assessment should, where possible, be integrated into existing workplace activities.
 It should be recognised that graduates may not have significant input to the design of the
assessment material, but will be expected to provide feedback to improve assessment tools and
process.
Conditions for programme context
 Assessment must reflect current industry practice and use of naturally occurring evidence where
appropriate.
 Bicultural multicultural focus should be integrated throughout the assessment design and process.
Other conditions
 Principles and practices of literacy and numeracy are inherent and are recommended to be
embedded within programmes that lead to this qualification.
 Ongoing professional development of assessor.

 Assessment evidence that is current, repeatable, authentic, valid, sufficient
 Assessment judgements must be: transparent, fair, equitable, measurable, and are integrated
where possible and consistent with other assessor judgements.
2. Apply assessment principles and processes in making sound assessment judgements on assessment
evidence produced by learners.
Conditions:
 Programmes must include:

 Programmes must address issues of confidentiality, conflicts of interest, refusing inducements,
legislative and regulatory compliance, in a culturally responsive manner.
5. Communicate effectively with a diverse range of people including providing effective feedback to
learners and on assessment design and process.
Conditions:
 Programmes must include:
 Oral, written, and electronic communication
 Feedback which must be relevant, timely, concise, and clear
 People may include learners, awarding bodies, employers, workplace verifiers, colleagues.
6. Participate in quality assurance activities
Conditions
 Programmes must include consistency management system/process of assessment.
