NZQA: Josie Pulman, Jody Allen, Keri-Anne Stephens (Māori Qualifications Services) Māori Studies and Customs Review Lead: Merepaea Manakau (TWoA) Karakia Leon Tīmatanga kōrero Acknowledgement of the staff from NZQA for organizing quickly the Governance Group (GG) meeting today – Evelyn Noted that we had not received word as to whether Merepaea Manakau would be joining the meeting but discussed the importance to have a working relationship with the Māori Studies and Customs Review team particularly to ensure consistency across the qualification offerings 1.0 GG Terms of Reference Evelyn expressed concern that the Terms of References (ToR) appeared to be a cut and paste job and that they were generic in design. Hana agreed to make amendments to the ToR electronically and discussions centred on this. See amended version attached. Included in the ToR is the membership of the GG. It was agreed that Wiremu would be the Chair of the GG. We are still waiting on confirmation as to the availability of Ruakere Hond and Che Wilson, therefore for the purposes of these notes they have not been included/assigned tasks for that reason. NZQA staff need to confirm follow up as to whether they are able to be part of this. 1 2.0 Working Group Terms of Reference The Working Group needs to develop their own ToR in conjunction with those of the Governance Group ToR. 3.0 Amendments to the ‘He Mahere Arotake’ document This document was discussed with amendments to be made to this, particularly the foreword section that needs to reflect the status of te reo Māori in Aotearoa/New Zealand but also some direction towards regeneration of the language as well as the edited purpose of the GG ToR. 4.0 Membership of the Working Party Similarly with the Māori Studies and Customs review team the GG accepts that identification of the working party be informed by the stakeholder hui. However, the GG did feel that representation on this group should include the following: ITP Industry Non-NZQA providers/delivers (e.g. universities) Wānanga Secondary Schools Te Ataarangi Iwi Potential candidates were identified by the GG who could be approached noting that some of these people will be able to cover off one or more of the aforementioned groups. They are: Materoa Haenga Uenuku Fairhall Kingi Kiriona Eruera Tarena Watson Ohia Shantel Ngāpō Ipukarea, AUT It is hoped that there will be a spread of representation from North and South as well. 5.0 Stakeholder groups The GG listed stakeholder groups that NZQA should approach as part of the consultation hui. These groups include: 2 6.0 Kaupapa Māori PTEs Universities (PVC Māori offices and Māori Studies) Iwi organisations/partnership groups Te Taura Whiri, including their list of qualified Interpreters and Translators Te Māngai Pāho Teachers’ Council – Tony Trinnick Whakaruruhau (Fields Māori) Ministry of Education – Haromi Williams Māori Television Te Whakaruruhau o ngā Reo Irirangi Te Kōhanga Reo Te Rūnanga o Ngā Kura Kaupapa Ngā Kura ā-Iwi o Aotearoa Stakeholder hui: As it was difficult to organize times that suited the GG to attend all 4 nominated Stakeholder hui dates, it was decided that the group be split in to two and that hui could be held on the same date, but at two different locations. They are as follows: Hui 1: 30th September 2013 Christchurch – Hana, Leon and Rawinia Auckland – Wiremu, Evelyn, Pania Hui 2: 18 October 2013 Rotorua – Wiremu, Evelyn, Pania Wellington – Hana, Leon and Rawinia Please note at this stage these are the dates where members of the GG were available to participate. Confirmation of venues and locations still need to be sorted. 7.0 Key Dates: In light of the lack of availability of GG members in September some key dates were identified that needed to be considered for actions relating to the successful completion of the review. They are as follows: 11 September 2013 NZQA will send out clean amended documents to GG. Wiremu to complete his sections of He Mahere Arotake. See amendments of ToR from Hana. 18 September 2013 i. Needs analysis (prepared by Dr Wayne Ngata) needs to be sent to GG ii. A Matrix of all qualifications with some analysis needs to be completed by 3 NZQA and sent to the GG. Analysis should include: Programme breakdowns Mātauranga Māori content % of te reo Māori content This will give a week for GG to prepare Stakeholder hui material. Structure will be prepared by Wiremu, Evelyn and Pania. Content will be prepared by Hana, Leon and Rawinia. 25 September 2013 GG will have approved presentation to stakeholders via teleconference. This is to be organized by Wiremu. 30th September 2013 Roadshow – Otautahi & Auckland 18 October 2013 Roadshow – Rotorua & Wellington 21 October 2013 GG will confirm the membership of the Working Party and support their initiating hui to confirm their ToR, set their work timeframe and any other related matters.
