Technical Assistance Service Contract for the implementation of the project “Capacity Building of Civil Society in the IPA countries and Territories (Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1249/99, Montenegro, Serbia and Turkey) EuropeAid/127427/C/SER/Multi TERMS OF REFERENCE Senior Short-term Training Manual Development Expert on Advocacy and Policy Influencing for Social Change Background of the assignment The general objectives of the regional project Technical Assistance for Civil Society Organizations (TACSO) are to strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA beneficiaries (Western Balkan and Turkey), to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in the democratic process. The main purpose of the project is to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is the implementation of regional and national courses, which aim to increase the capacity of CSO representatives from the region in a number of key areas offering them new knowledge on contemporary methodologies and techniques as well as the opportunity for practical application. In the period 2010-2011 TACSO will have implemented more than 200 courses at the regional and national level presented in TACSO Course Catalogue 2010/2011. As part of its effort to increase and strengthen the capacities of the CSOs TACSO is in the process of developing a „Training Manual Advocacy and Policy Influencing for Social Change“for the CSOs in the region. The manual will be designed to be a resource for CSOs (managers, coordinators, communication officers, campaign officers etc.) as well as the trainers conducting trainings in the field of advocacy and policy influencing. The Manual is supposed to also serve as a resource material for the development of TACSO Online Courses in the future. A consultant (organisation or individual) will be recruited to undertake the design and development of „ Training Manual Advocacy and Policy Influencing for Social Change“. 1 Technical Assistance for Civil Society Organisations Regional Office This project is funded by the European Union. Scope of the assignment Under the direct supervision and guidance of the Regional Training Coordinator, and in consultations with Team Leader, the consultant will undertake the following tasks: Propose a draft outline of the content of the Training Manual based on this ToR and the materials developed during the regional training on the topic; Collect the relevant practical examples, cases, figures, statistics etc. from the Civil Society context in the region; Develop a draft and final version of the Training Manual to a standard acceptable to TACSO that does not exceed 50 A4 pages, Times New Roman 12; Develop a toolkit adequate for the content of the Manual (note that toolkit is not included in the max A4 50 pages of the Manual). The final Training Manual must: Define and explain key concepts related to advocacy and policy influencing; Present and explain CLASP principles on which policy influencing actions should be based; Present and explain all the steps in the Policy Influencing Cycle Present and explain how to: o identify the policy issue and define the message o conduct stakeholder analysis and audience targeting o scan the policy and decision making process o conduct a strategic and effective advocacy o conduct networking and alliance building o measure results etc. Give practical examples, cases, success stories etc. from the CSOs in the region that illustrate the conceptual part of the Training Manual; Provide a detailed instruction on practical application of the presented tools; Be written in an interactive and inspiring way so that it encourages reflection , learning culture, dialog and inclusion (include discussion questions at the end of each chapter); Deliverables and timeframe The consultant will perform required duties within a period of up to 30 days in the period between 15 November and 20 December 2010. Formal agreement by TACSO of draft work plan, concept paper, outline of training manual and accompanying tools 16 November 2010 Submission of draft version of the training manual to RTC, including suggestions for case material 1 December 2010 TACSO feedback and comments on training manual shared with the Consultant 6 December 2010 Presentation by the Consultant in Sarajevo of revised final version of the training manual with integrated feedback and comments from TACSO 13 December 2010 Formal submission of final version of training manual, incorporating received feedback, in soft copy by email in pdf and word format 20 December 2010 It is important to emphasise that appropriate approach and content will be chosen by the consultant. The parameters outlined in the ToR should be taken as indicative. It is expected that the elaboration of a detailed content of the Training Manual will be finalised in close cooperation with the Regional Training Coordinator. The Consultant might be required to come to the TACSO Regional office in Sarajevo for final agreement on the manual contents. Training Manual must be written in the English language. TACSO is responsible for proof-reading, final formatting, editing and layout of the Manual. Competences and qualifications Education: University degree in social sciences with focus on organisational development, or other relevant discipline; Advanced degree is an asset. Experience: Proven and substantial experience designing and developing training manuals to finalised status, or materials of similar kind; At least ten years’ experience in the field of advocacy and policy influencing, preferably in the context of Civil Society in the Western Balkans and Turkey; At least ten years’ of experience in conducting trainings.
