OPEN CALL FOR THE PARTICIPANTS
Background information
The general objective of the project Technical Assistance for Civil Society Organisations (TACSO) is to
strengthen the civil society within a participative democracy, to stimulate a civil society-friendly environment
and culture, as well as to strengthen the overall capacities and accountability of Civil Society Organisations
(CSO) within IPA beneficiaries (Western Balkans and Turkey), to guarantee the quality of service of CSOs and
a sustainable role of the CSOs in the democratic process. An important project component is capacity
development of CSOs and on this occasion we are organising a
Regional Conference:
CSO Sustainability in the IPA Countries
Belgrade, Serbia: 23 - 25 March 2011
Objectives and focus
The overall objective is to address relevant issues which impact and determine the sustainability of CSOs and
share the experiences in CSO sustainability among the IPA countries. Working sessions of the conference will
be directed towards the exchange of perspectives and identifying recommendations for the country specific
actions to be undertaken to support the sustainability of CSOs in the Western Balkans and Turkey. The goal
of this conference is to review the common issues and concerns affecting overall functioning and
sustainability of the CSOs in IPA countries. Conclusions and recommendations drawn will provide the basis
for the follow-up actions to be undertaken in the individual countries and if applicable regionally. The
conference will focus on the following:
 CSOs will explore different ways to grow partnership with the government and create partnerships
with the private sector
 CSO will explore and understand different aspects of sustainability (wider than financial
sustainability) – featured best practice examples will provide insight into the different aspects of
sustainability
 Best practice examples will be featured to provide insight into the experiences of CSO sustainability
in the IPA countries and in the new EU member states
 National CSO Sustainability Action Points will be developed as a basis for a country specific follow-up
and activities to further discussions and contributions to the sustainability of CSOs.

CSOs with a legal personality in the IPA countries are eligible to apply. Each organisation interested in this
regional conference will nominate an individual to participate. Once admitted to the conference, the
participating organisation will commit itself to ensure the full participation of its participant throughout the
foreseen steps in the conference and the agreed follow-up in the form of the National Action Points for the
CSO Sustainability.
Required qualifications of the organisation/participants
The organisation that nominates the participant must implement programme activities directed to the
capacity building of CSOs/support centre activities. The organisation must also be a leader in the community
with recognised credibility within the sector in the participating country as well as good
cooperation with different stakeholders (national/regional/local government, media, profit sector, public
sector)
Nominated participant should:
- have a broad understanding of the current situation of the civil society sector within the participating
country
- be a NGO leader with credibility within the sector in the participating country
- have extensive experience in CSO development and management
- be fluent in English
Application procedure
Interested CSOs from the IPA region are requested to submit in English:
- Application form (attached to this document),
- Updated Curriculum Vitae of the nominated candidate (EU format to be used),
- Motivation letter in which the expected contribution of the conference to the development of the
organisation and overall civil society sector within the participating country will be explained.
- Statement in which the nominated candidate express the will to implement a promotion action plan
in the respective country.

countries are listed below) by 18 February 2011 with the subject heading: CSO SUSTAINABILITY
CONFERENCE.
The conference Tentative Agenda is attached. The working language for the Conference is English.

Only short-listed candidates (max 3 selected per TACSO office) will be contacted.
This conference is free of charge. The organiser will provide accommodation for the selected participants
and cover all costs related to the conference participation (travel, full board and other).
