Annex 5: TOR for outsourcing organization Technical Assistance Service Contract for the implementation of the project “Capacity Building of Civil Society in the IPA countries and Territories (Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1244/99, Montenegro, Serbia and Turkey) EuropeAid/127427/C/SER/Multi is announcing Open Call For Outsource organization for organizing of: One Partnership event: “Partnership building among CSOs, local governments and businesses – Challenges and opportunities- “and Contest for CSOs best practices in partnership building General objective of TACSO project is to strengthen the overall capacities and accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services and a sustainable role of the CSOs in the democratic process. The main objectives of the project are: To increase and improve the capacity and actions of CSOs and To improve the democratic role of CSOs. Part of the project activities present organization of partnership event. During second part of 2010 one partnership and one contest for best partnership practices are foreseen to be organized in Serbia. TACSO Serbia office is looking for proposals from CSOs for organization of these two events. 1. Partnership event “Partnership building among CSOs, local governments and businesses Activity Purpose: To strengthen cooperation between CSOs and governmental institutions, private sector and public through process of collecting and promoting best practices in the field of sustainable partnership building. Conference itself will be also a chance for CSOs and external stakeholders to learn about EU partnership best practices and to identify obstacles and opportunities for Serbia context. 2. Report should be written within fifteen days after the event and sent to TACSO TA Desk Evaluation is responsibility of TACSO Proven experience in organizing similar events Organizational capacity Relevance of proposed topics Quality of the proposed concept of the event (expected results, composition of the key-note speakers etc.) Follow up activities specified in a form of Platform of action, common December (date to be proposed) Belgrade Activity should have national coverage Selection of CSOs best practices should be made by open call Selected CSOs should be able to present sustainable results and impact achieved in the field of partnership building Organizers/s should ensure balanced representation of CSOs from different sectors of operation, different coverage (national/local) and ethnic background Minimum of promotional activities of selected best practices are publishing and promotional event TACSO will cover the costs related with the organization of the activity by paying expenditures directly to the vendors TACSO will provide lump-sum of 3.000 EUR for the organizer/s to cover their organizational expenditures (human resources, communication costs etc.) Promotion and PR is mainly responsibility of TACSO TA desk Reporting and evaluation is responsibility of TACSO Proven experience in organizing similar activities Organizational capacity Quality of the proposed concept of the event (expected results, number of involved organizations etc.) Financial contribution desired 2 agenda, one or two year operational plan etc. Financial contribution desired Applications should be prepared in the format attached to this call.
