Technical Assistance Service Contract for the implementation of the project “Capacity Building of Civil Society in the IPA
countries and Territories (Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo
under UNSCR 1244/99, Montenegro, Serbia and Turkey).

To CSOs networks in Bosnia and Herzegovina for organizing Partnership events in BiH
Background of the assignment
General objective of TACSO project is to strengthen the overall capacities and accountability of the Civil Society
Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services and a sustainable role of the
CSOs in the democratic process. The main objectives of the project are:
 To increase and improve the capacity and actions of CSOs and
 To improve the democratic role of CSOs.
Important activities under this application present organization of partnership events focused on increasing capacities
of the CSOs and networks of CSOs and support their active participation in democratization processes.
Purpose
The partnership event is to contribute to higher level of involvement of CSOs/ CSO networks in decision- making
process at the state and/or entity, cantonal and local level and influence policy through its three key functions:
a) Facilitation of joint process of exchange of experience;
b) Establishment of dialogue and the advancement of mutual understanding between CSOs/CSO networks and
different sectors of stakeholders (such as governmental institutions and organizations at all levels as well as
business community representatives) with the aim of promoting partnership and creating a common Platform of
Action;
c) To increase accountability of all stakeholders involved into furthering issue towards solving the problem in
question (theme of the Partnership event)
Scope of the Partnership Event
Networks dealing with specific sector and/ or thematic issue have an opportunity to connect and include minimum two
to five interrelated topics (issues) into partnership event agenda, which are in accordance with the main purpose of the
event. Main conference topic/issue should be base for frame of Platform of Action to be created during the event.
At the same time the event should gather the key stakeholders that are committed to stay and work during the entire
event and go through the process of application of Future Search methodology in order to create Platform of Action
which would serve for furthering the issue.
Who can apply?
CSOs networks from Bosnia and Herzegovina dealing with specific sector and thematic issues applying through their
CSO members are eligible if:
 Network has been working and implementing activities at national (BiH) and/or entity, cantonal and local level;
 Network is informal or formally registered in BiH or is in the process of registration;
 CSO member applying on behalf on network is registered in BiH;
 Present main results and changes as impact of its existence and activities.

Procedure
Interested CSO networks represented by nominated CSO are requested to submit in B/H/S language project proposal
form that contains following parts and should not exceed 5 pages:
 Title of the event (main conference topic that will be a frame for the work);
 Name of applicant organization, background information on mission of the organization and link to network
issue/partnership event issue;
 Partnership event objective(s), expected results and impact on target group and community;
 Connection of the status of the issue to the EU and domestic /BiH related policy and regulation;
 Proposed time and location;
 Organizational structure of decision-making body of the network;
 Proposed media coverage of the event;
 Tentative list of participants with their role in the event;
 Budget breakdown.
Selection of networks/ organization(s) to implement partnership event together with TACSO BiH will be done in line
with the criteria presented below. TACSO BiH and selected network/ organization will sign a protocol of cooperation
that defines responsibilities on the both sides.
Criteria
 Proven experience of network/network representative in dealing with specific sector and /or thematic issue;
 Organizational capacity of the members of the network to implement the partnership event;
 Relevance of the proposed topics for the beneficiaries (network’s members and broader constituencies) and
community (connection to EC Progress Report for BiH, reports of BiH institutions, research of think tank
organizations, findings of international organizations present in BiH);
 Capacity of network (both CSO and other key actors-governmental or/and business) to implement follow up
activities articulated in a form of Platform of Action for one or two years operational plans;
 Contribution of network members in human and managerial resources during preparation of the event;
 TACSO Bosnia and Herzegovina will give priority to proposals developed as joint proposal by networks
members;
 Duration of the partnership event could vary from 1.5 day event or 2 days event (in both cases one overnight
included in budget to be covered by TACSO BiH);
 Number of participants should be in range of 30- 60 persons representing different stakeholders involved in
the issue of the partnership event;
 Partnership event should be implemented in the period between mid-April and end of June 2012;
 Application form should not to exceed 5 pages (font 10).
TACSO Bosnia and Herzegovina office will be responsible for:
 Providing technical assistance in terms of facilitation of the event based on Future Search methodology;
 Ensuring additional TACSO visibility during partnership event;
 Providing guidance for running the preparation for the event (visibility rules, communication with media and
partnership event evaluation);
 Covering of expenditures related to travel and accommodation of the participants paid directly at the venue
of the event (0,25 KM per km);
 Promoting the results of the event.
Selected network will be responsible for:
 Drafting and sending invitation letters;
 Preparation of participant list at least 10 days prior the event;
 Drafting and sending media announcement;
 All necessary logistic related to the event (booking of hotel etc.);
 Final report in B/H/S and English language.

Deliverables/results:
 Platform of action with follow up for one or two years operational plans;
 Report on: content and results; evaluation reports based on participants’ evaluation and media coverage of
the event will be sent to TACSO BiH office fifteen days after the event was held- responsibility of CSO/network
partner in the implementation;
 Presentations at the event (panels, group work, parallel sessions, forums ) should be recorded and available as
series of recommendations and learning points and will be posted on TACSO project web site in both English
and local language;
 Final Report on the event as a whole is TACSO BiH responsibility.
The application for organizing Partnership event should be sent no later than 17 February 2012, at 5 pm by email to:
