TERMS OF REFERENCE
For Two Junior Short Term Experts (STEs) to
Assist TACSO BiH office in providing tailored made coaching and mentorship in Project Proposal Writing-towards
domestic/local sources of funding
Background of the assignment
General objective of TACSO project is to strengthen the overall capacities and accountability of the Civil Society
Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services and a sustainable role of the
CSOs in the democratic process. The main objectives of the project are:
 To increase and improve the capacity and actions of CSOs and
 To improve the democratic role of CSOs.
Objectives and expected results of the assignment:
Within the TACSO2 phase Component 3: Capacity development and the Work plan of TACSO BiH for period 2011-2013,
we find needed to organize educational cycle for less experienced and rural CSOs who applied without success to
local/domestic sources of funding.
The aim of this activity is enhancement of project proposal writing skills in civil society organizations out of bigger
centres with objectives : to increase the capacity of rural CSOs in understanding adminstrative and evaluation criteria of
aplications and to increase a number of small and rural CSOs being able to diversify their fundraising portfolio
(connecting identified needs in the project activities with local sources of finanacial support).
By having two representatives per CSOs at the 2 days coaching workshops it should test a model of human resource
development/CSO management within the particular CSO. During mentoring period CSOs should produce a concept
papers with logframes based on the Objective Oriented Project Planning and on the joint –one- day event with one
representative per organization they should discuss the transfer of knowledge to other members of their CSOs, as well
as preparedness for the application to local/domestic sources of financing of their activities.
Educational cycle (tailored made coaching and TA-mentoring) will be based on TACSO Training manual ”Developing and
Managing EU Funded Projects”.
The following main areas will be discussed during educational cycle
 Project Cycle Management
 Objective Oriented Project Planning (OOPP) and Logical Framework (LF)

Budget of the project
 Monitoring, Evaluation, Reporting.
Metodological Approch:
I
First part of the educational cycle is 2 days tailored made coaching workshop, based on the inputs provided by
the CSOs-summaries of projects (with or without logframe matrix) sent with application. Two representatives per
organization should participate.
II
Second part of the educational cycle is technical asssitance (TA) provided through mentorship to selected
CSOs. Focus of the assistance is to be based on specific need of a CSO (preparation of OOPP in-house session, additional
work on certain part of application). Assistance is intended to be transfererd to more members within one CSO.
III
Third part is joint-one-day workshop aiming at structured sharing lessons learned on process and results of TA
provided.

Scope of the assignment

Short Term Experts will provide assistance to the TACSO Bosnia and Herzegovina Office in the following: by the European Union.
 Assisting TACSO team in selection process of CSOs to attend educational cycle Project Proposal Writingtowards domestic/local sources of funding
 Assisting TACSO team in delivering four training courses for 20 participants per each
 Defining Activity plan for training courses delivery.
 Assessment of training needs based on inputs (summaries of rejected projects sent by CSOs)
 Design detail training plan for each of 4 training modules and adjust it to specific needs of selected CSOs
 Prepare adequate training and informative material for participants (handouts)
 Providing support to participants via e-mail on their specific request and related to training topic
 Preparing training report on each session delivered
 Preparing Final analytical report on comprehensive results
Deliverables/results





Activity plan for training courses delivery within period: Febrary 2012 - March 2012 in bhs and English
language
Detailed Training design for each workshop in bhs language
Report on each training session delivered (goals, agenda, participants lists, and short summary for web site,
evaluation findings) and summary of technical assistance provided to each organization
Training supporting material ( handouts, training material, informative materials, guidance and similar) in bhs
language
Final analytical report on content and results of all provided services (workshops, TA and joint one day
workshop) with recommendations for improvements of approach to capacity building of rural CSOs re project
proposal writing.
The work will be coordinated by TACSO BiH Project officer and supervised by Resident advisor.
Location of assignment
Prijedor, Tuzla, Mostar and Sarajevo.
Duration and timing of the assignment:
January 2012 – April 2012
Short term Consultant’s working days:
Total of 22 junior experts days are available for the whole assignment. Division of days among two STES will be done
upon selection of experts.
Training plan for the period Febrary 1-17, end of March 2012 have to be submitted to TACSO BiH office within 7 days
after STEs approval.
Reports on each workshop have to be delivered to project officer up to 7 days after the training.
Profile of the STE:
Qualifications and skills:
 University degree in social sciences, advanced degree is an asset
 The expert should have proven minimum 5 years of professional experience in EU project proposals writing,
EU project assessment
 Experience of EU practices and policies
 Experience in knowing different applications formats and requests from domestic sources of funding.
 Proven professional experience in coaching/consulting/advising
 Good understanding of CSO sector in Bosnia and Herzegovina
 Practical experience in development and delivery of training programs.
 Experience in delivering field technical assistance to CSOs is an asset.;
 Proven professional experience in the curriculum development, design, creation of training materials, manuals,
execution of training programs, workshops etc.
 Strong computer literacy;
 Fluency in written and spoken bhs and English.

Monitoring and evaluation of the STE
The activity will be monitored by the TACSO Resident Advisor. The STE will deliver a Final mission report to the TACSO
Office before remuneration.
Payment procedure:
Trainer’s fee covers trainer’s engagement, travel and accommodation.
