TERM OF REFERENCE One Junior Short Term Expert (STE) For Finalisation of Funding Directory for CSOs in Turkey Background of the assignment The general objective of this project is to strengthen the overall capacities and accountability of the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important component of the project is supporting CSOs to become sustainable in their activities. Under this heading a key activity is the development of a Funding Directory for CSOs, which entails compiling data on various types of funding available for CSOs in Turkey. The purpose of this assignment is to create a printed booklet that can be easily used by different types of CSOs to find funding for their activities. The Directory will function as a comprehensive resource for CSOs looking for funding. Scope of the assignment: The junior short term expert will provide assistance to the national project team of Turkey and realize the following output: Document entailing comprehensive overview of funding available for CSOs in Turkey, including international donors, national donors, private sector, central and local government, alternative sources and social entrepreneurship. Deliverables/results By the end of the assignment, the STE should have finalized or delivered: Finalized document with comprehensive overview of funding available for CSOs in Turkey Location of assignment Istanbul Duration and timing of the assignment The assignment is planned to take place during the following period for a total of 12 days The work is planned to take place on December 2011-January 2012. Profile of the STE: University degree preferably on social sciences Minimum 5 years of professional working experience in civil society related work Previous experience fundraising for civil society organizations an advantage Experience researching, compiling and editing for publication required. Excellent written communication skills High attention to detail Good command of written and spoken Turkish Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE The activity will be monitored by the RA/DRA/TL. The STE will deliver the final output to the RA/DRA/TL before remuneration.
