Herzegovina, Croatia, FYR of Macedonia, Kosovo under UNSCR 1249/99, Montenegro, Serbia
and Turkey).

“Training Program in Civil Society Leadership for Roma Youth CSOs”
TERMS OF REFERENCE
Background of the assignment
The general objectives of the project Technical Assistance for Civil Society Organizations
(TACSO) are to strengthen the overall capacities and accountability of Civil Society
Organizations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs
and create a sustainable role for the CSOs in the democratic process.
The main purposes of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
The main purpose of this assignment is to contribute to the implementation of TACSO II by
designing and implementing a training program on civil society leadership for Roma Youth
CSOs to be selected via an open call.
The specific objectives of the workshop are:



To develop awareness among participants of the role and function of civil society within
democracies
To develop awareness among participants regarding gender-equality, right-based
approaches, advocacy, discrimination
To encourage Roma youth to take part in social and professional activities ensuring their
partnership for future activities
Scope of the Assignment:
The Short Term Expert Team will provide assistance to the national TACSO Project team of
Turkey and carry out the following:






Develop and analyze a training needs assessment for participants to be used to tailor the
training agenda according to their needs and expectations
Develop a detailed training plan for a training program
Develop a detailed description of the different learning tasks to be carried out by
participants after the training
Provide coaching assistance to the participants in the preparation of their learning tasks
Prepare hand-outs/training materials to be used by participants during and after the
training
Prepare and deliver a comprehensive training report 7 days after completion of the
training (including information on training delivery process, results achieved, participants
evaluation, main conclusions and recommendations for future work)

Preparing a training report annex containing the main products created by participants
during the training.
Activities to be carried out:

Determining the most effective delivery methods and applicable training instruments
for the participant group to achieve the training objectives and measurable outcomes,
including appropriate training techniques (interactive lectures, group work, case studies,
analysis, etc)

Delivery of a three-day training for the selected Roma Youth based on their needs and
expectations and covering the following topics:






Civil society and citizenship
Participation in decision-making processes
Democracy in CSOs
Equality (including gender) and right-based approaches
Advocacy and lobbying
Discrimination

Preparation of relevant training material (training plans, handouts, manuals,
presentations, guidelines, etc).
Preparation of learning tasks for participants in their preparation of the practical
assignments
Delivering coaching assistance to participants in their preparation of the practical
assignments
Prepare reports of training content and results as stated under Scope of Assignment



Deliverables/ results:
By the end of the assignment, the STE Team should deliver:






Training needs assessment questionnaire and summary of the answers from the
participants
Training agenda with detailed sessions adopted to the needs of participants, with clearly
defined learning objectives and methods to be used to achieve these objectives
A tailor-made training
Final Report on content, methodology and results of training
Report on participants deliverables as a result of practical assignments
Recommendations and feedback on the training for better future capacity building
interventions of this kind

The assignment is planned to take place during the following period:

The training will last 4 days. The STE Team is responsible for preparation and reporting.
Profile of the STE(s):








University degree, preferably in social sciences.
For Senior expert(s) minimum 8 years working experience and Junior Expert(s) 5 years
working experience with civil society and capacity-building related issues, preferably in
the Turkey.
At least 5 years experience in delivering training for CSOs or relevant organizations with
a specific focus on Civil Society, Participation, Right-based approaches, Advocacy,
Organizational management.
Previous working experience with Roma and youth will be an advantage.
Proven experience in developing similar training programs will be an advantage.
Excellent facilitation and communication skills
Fluency in Turkish required
Knowledge and ability to report in English preferred
Applicants must be independent and free from any conflict of interest. Note that civil servants and
other staff of a beneficiary public administration may not be recruited as STE unless to prior
written approval has been obtained from Contracting Authority.
Monitoring and evaluation:
The activity will be monitored by the Turkey Resident Advisor/Deputy Resident Advisor and
Team Leader of TACSO Project.
The STE Team will deliver a final report to the RA/DRA/TL before remuneration.

own flights and accommodation)

 3 references from similar assignments
 Proposal for training methodology and agenda.
