EuropeAid/127427/C/SER/Multi – additional services TERMS OF REFERENCE For Short Term Expert(s) to Conduct Research on the Role of Croatian CSOs in the EU Accession Process Background of the assignment The general objectives of this project are to strengthen the overall capacities and accountability of the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: increase and improve the capacity and actions of CSOs and to improve the democratic role of CSOs. The aim of this assignment is to contribute to strengthening CSOs capacities by conducting a research on the role of Croatian CSOs in the EU accession process. EU accession process influenced considerably development of civil society organisations (CSO) in all of the IPA countries and territories. The aim of this research is to identify key challenges faced by the Croatian CSOs in relation to the EU accession process and to present the key changes that CSOs went through during that process. The main objective is to articulate the lessons learned by the CSOs in Croatia and to identify the most relevant learning that can be used by CSOs in other IPA countries and territories. Scope of the assignment The research should focus on all or some of the following questions: What role did the CSOs play in the accession process of Croatia? How did the Croatian CSOs participate in the accession process? In what ways did participation in the accession process influence CSOs capacities? How did CSOs use the opportunities created by the accession process to influence public policies in Croatia? How did the accession process influence networking/partnership capacities of Croatian CSOs? How did the accession process influence relationship of state and non-state actors? Activities to be carried out This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo declaration of independence. 2 Define detailed scope of the research and refine research questions Define methodology and appropriate research tools Collect, review and analyse relevant data Prepare draft report with findings and recommendations Present draft report to TACSO and selected stakeholders Prepare an interactive presentation of the report at the TACSO conference ‘Civil Society Transformations on the Way to the EU’ (Zagreb, 17 - 19 April 2013) Prepare final report Deliverables/results By the end of the assignment, the STE(s) should have finalized: Preliminary research proposal Draft research report, including presentation for TACSO and selected stakeholders Final research report, including an interactive presentation at the TACSO conference Research report should be prepared both in Croatian and in English language. Location of assignment Croatia Duration and timing of the assignment The assignment needs to be conducted in the period from 21 January – 6 May 2013, with duration of 20 working days in total. Profile of the STE University degree in Social Sciences, Humanities or other suitable discipline At least 8 years of experience with civil society development At least 5 years of experience in various types of research Excellent communications skills and fluency in Croatian and English Good understanding of functioning of civil society in Croatia Good understanding of the EU accession process Applicants must be independent and free from any conflict of interest. Note that civil servants may not be recruited as STE without prior written approval from the Contracting Authority. Monitoring and evaluation of the STE The activity will be monitored by the TACSO Croatia Resident Advisor and the TACSO Team Leader. The STE will deliver final report in English and Croatian language to the TACSO Croatia Resident Advisor before remuneration.
