TERMS OF REFERENCE
Organisation/Company to conduct Survey and prepare report on CSOs public image
Background of the assignment
The general objectives of this project is to strengthen the overall capacities and accountability of the
Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes
of the project are to:
 Increase and improve the capacity and actions of CSOs and to
 Improve the democratic role of CSOs.
An important activity under this heading is improving the visibility and image of CSOs and
generating positive publicity and public awareness of the role of the civil society. TACSO
Macedonian Office has addressed this priority with a series of activities. It included building
capacities for improved public relations with particular focus on promotion of CSOs achievements.
This PR capacity building programme resulted with developed PR strategies and communication
plans, developed key messages for the involved organisations aimed at different stakeholders as
well improved individual PR and communication skills of the CSOs representatives. In addition
involved CSOs had a chance for practical application of developed approaches and skills through
the media space provided by TACSO in different media (printed and electronic). Having this media
space available CSOs were in position to bring their missions and their success stories closer to the
general public. This increased and well-structured media presence should eventually result in
improvement of the public trust and CSOs image. In order to check and confirm this TACSO office
will complete its efforts in this area with survey on representative sample of the population.
Specific objective of the assignment is:
 To research and analyse current state of public trust and image of CSOs in the country
The work will be coordinated by the Resident Advisor.
Scope of the assignment
The organization will develop and conduct survey covering the citizens’ trust in the CSOs and
CSOs’ public image in the country, analyse the data and prepare final report.
In specific this survey should research the general level of trust in the civil society as a whole, as
well in its different (thematic) segments. Survey will also explore the public opinion about the
stereotypes traditionally related with the CSOs. Opinions (positive and negative) about individual
leading CSOs including those involved in the TACSO capacity building programme should be
gathered also. Analytical report should be the final output where gathered data will be analysed and
compared with similar researches conducted in the past in order to determine the trends in this
respect.
Bidding organizations will have to provide: technical proposal, timeline, budget and CVs of staff
members working on the assignment.

Activities to be carried out
 Plan the survey and develop methodology, questionnaire and timeline in consultation with
the TACSO team;
 Conduct face-to-face survey on representative sample;
 Analyse the received data and prepare comparative analysis with data from previous
surveys;
 Prepare the final survey report.
Deliverables/results
By the end of the assignment, the organisation should have finalized or delivered:
 Plan for implementation of the survey
 Survey questionnaire
 Survey report
Location, duration and timing of the assignment
The assignment needs to be conducted in the period May 01 – 10 June 2013. The final survey
report is to be submitted by June 20, 2013.
Location of assignment
 Countrywide
Monitoring and evaluation of the Organisation
The activity will be monitored by the Resident Advisor.
The Organisation will deliver a final report to the TACSO Macedonian Office before remuneration.

Application
Applications must be in English and entail the following:
 Technical proposal including draft survey plan, methodology, description of the sample
selection, list of issues to be covered and number of questions to be included in the
questionnaire;
 Proposed timeline;
 Budget;
 CVs of staff members that will be engaged for the assignment, in particular those
responsible for the data analysis and final survey report preparation;
 Reference list of similar assignments.
