TERMS OF REFERENCE For Local Junior Short Term Expert (STE) providing assistance in the course of conducting Info Sessions for the Call for Proposal “European Instrument for Democracy and Human Rights (EIDHR) 2012/2013, Country Based Support Scheme (CBSS), in Albania Background of the assignment The general objectives of Technical Assistance for Civil Society Organizations – TACSO Project are to strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is the implementation of Trainings/Info Sessions on application procedures for regional and national Call for Proposals (CfP) coming under different funding instruments for civil society organization (CSOs) which aim to increase their capacity in setting out to develop project proposals in full compliance with EC procedures. The main purpose of this assignment is to contribute to TACSO project component: “Training and Capacity Building for CSOs” by organizing Info Sessions on Application Procedures for the CfP launched under the European Instrument for Democracy and Human Rights (EIDHR) 2012/2013 Country Based Support Scheme for the Albanian CSOs of 12 administrative regions of Albania. Specific objectives of the Info-Sessions are: - To increase the capacities of beneficiaries on the Call for Proposals, EIDHR 2012/2013 CBSS; To enhance the capacities of beneficiaries on what is required from the applicants in the Application Package and what is important in the course of the application process; To raise the understanding and requirements of the Concept Note, principles of budgeting and PADOR registration. Scope of the Assignment: Under the overall guidance of and in coordination with the Resident Advisor (RA) of TACSO Albania, the duties and responsibilities of the Local Short Term Junior Expert/Training Consultant are as follows: Assist the RA/staff of TACSO Albania in preparing the training module on the above mentioned topics together with other supportive materials (handouts, exercises ) that will be used during the info-sessions; Assist the RA/staff of TACSO Albania in delivering the info-sessions to the invited CSO representatives from different regions of Albania; Develop, in coordination with the TACSO Albania RA, a detailed description of a practical assignment to be carried out, prior to starting the info-sessions. Assist the RA/Staff of TACSO Albania in developing and completing a questionnaire/evaluation tool for the different aspects of the training courses and if appropriate during the follow-up period. Assist the RA/staff of TACSO Albania in preparing the training report one week after the full completion of info-sessions.. Activities to be carried out: Determine in conjunction with the RA/staff of TACSO Albania the most effective delivery methods and applicable training instruments for the participant to achieve the objective of the info-sessions. The training design will include appropriate adult learning techniques (interactive approach, short lecturers, group work discussions, group exercises, etc); Assist the RA/staff of TACSO Albania in preparing a comprehensive training package (training manual, handouts, group exercises , guidelines, etc) to be distributed in the course of conducting the info-sessions; Draft, disseminate and collect standard evaluation documentation for each of the info-session. Prepare in conjunction with the RA/staff of TACSO Albania the report of info-sessions as stated under the Scope of Assignment Location of assignment. Administrative regions of Gjirokastra, Korça, Tirana(2), Vlora, Berat, Durres, Dibra, Kukes, Shkoder, and Elbasan. Duration and timing of the assignment The assignment is planned to take place by mid March 2013 – end of April 2013. Reporting: One week after completion of each training module. Working days 22 4 26 Profile of the STE: University degree in social sciences, advanced degree is an asset. Albanian local expert nationality. At least 5 years working experience with civil society in Albania. At least 3 years training experience with CSOs or relevant organizations, with a specific focus on Application procedures for EU funds. Excellent facilitation and communication skills Fluent in English, any local language is an asset Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the Local STE: The info-session will be lead and monitored by the Resident Advisor of Albania.
