Communication and Networking Expert
Education, competencies and experience:
 University degree in social sciences (Psychology, Social Work, Sociology or other relevant field);
 Excellent knowledge and understanding of the functioning and cooperation between public and civil
sector;
 Familiarity with SECO mechanism;
 Excellent communication and facilitation skills;
 Minimum five years of experience in facilitating different workshops, round tables, conferences etc.,
with participant from public and civil sector.
Tasks to be performed:
 Support to:
o Establishing network of the organizations around SECO;
o Establishing communication procedures, mechanisms and channels inside network of the
organizations around SECO;
o Establishing communication procedures, mechanisms and channels outside network of the
organizations around SECO – key external stakeholders (ministries, other institutions and
general public);
o Developing consultative way of defining opinions and recommendations inside the sector;
 Direct assistance to institutional and organizational development of SECO – identifying common
gaps and needs in order to design well-tailored assistance (in order to improve the participation in
consultative process during the process of programming IPA and international development support);
 Formulating suggestion for improving the content and design of www.cdspredlaze.prg.rs
Expected results:
 Supported establishment of: network of the organizations around SECO, communication procedures,
mechanisms and channels inside network and outside network with key external stakeholders,
consultative way of defining opinions and recommendations inside the sector;
 Realized direct assistance to institutional and organizational development of SECO;
 Formulated suggestion for improving the content and design of www.cdspredlaze.prg.rs
Expert for Programming of EU Pre-Accession Support
Education, competencies and experience:
 University degree in law or social sciences (Psychology, Sociology, Economy or other relevant field);
 Excellent knowledge and understanding of system of programming IPA and international
development support;
 Familiarity with SECO mechanism;
 Excellent oral and written communication skills;

Minimum five years of experience in consultancy work in programming IPA and international
development support.
Tasks to be performed:
 Increasing the knowledge of the SECO network members about:
o The process of programming IPA and international development support;
o The role of SECO network in that process;
 Technical support to SECO members for:
o Consultation process with SEIO;
o Participation in boards and sub-boards for monitoring IPA and other international
development support;
 Building the capacities of SECO members for participation in the revision of the document “The
Needs of the Republic of Serbia for International Support”;
 Building the capacities of SECO network members for defining suggestions for the monitoring IPA
and other international development support and for participation in the revision of the document
“The Needs of the Republic of Serbia for International Support”;
Expected results:
 Increased the knowledge of the SECO network members about: the process of programming IPA and
international development support and the role of SECO network in that process;
 Realized technical support to SECO members for consultation process with SEIO and participation in
boards and sub-boards for monitoring IPA and other international development support;
 Improved the capacities of SECO members for participation in the revision of the document “The
Needs of the Republic of Serbia for International Support”;
 Improved the capacities of SECO network members for defining suggestions for the monitoring IPA
and other international development support and for participation in the revision of the document
“The Needs of the Republic of Serbia for International Support”
