Processing Permit Requests for Comprehensive Roadside Management Projects

Limited Access Rights-of-Way

All Comprehensive Roadside Management (CRMP) inquiries are to be forwarded to the

Roadside Management Program Administrator (SRM)

SRM schedules coordination meeting with all interested stakeholders

Applicant provides formal CRMP request to the District Area Land Use Engineer (ALUE)

Request must include at a minimum a master plan, detailed construction documents & draft maintenance agreement

ALUE routes CRMP request to appropriate VDOT staff for review and comment

ALUE transmits staff review comments to Applicant

VDOT staff route comment(s) or approval(s) to ALUE

Applicant addresses review comments & routes revised plans to ALUE

ALUE routes revised plans to appropriate VDOT staff for review and approval

District Approval: YES

ALUE transmits District approval to Applicant

District Approval: YES

Applicant provides ALUE with LUP-A to include the application fee, surety, locality resolution and associated required documents

ALUE transmits District approval to Applicant

Applicant provides ALUE with LUP-A to include the application fee, surety, locality resolution and associated required documents

ALUE routes District recommendation to Transportation & Mobility Planning Division (TMPD) ***

TMPD routes CRMP request to Chief Engineer for review & approval

Chief Engineer grants final approval & routes to TMPD

TMPD routes Chief Engineer’s approval to ALUE

Land Use Permit issuance by ALUE

NOTES:

Participants shall include the applicant and their representative(s), a locality representative, the VDOT Roadside Management Program

Administrator (SRM), the VDOT District Roadside Manager (DRM), the VDOT Regional Landscape Architect (LA), the VDOT District Area Land Use

Engineer (ALUE), a representative from VDOT TMPD Land Use Section, the VDOT Residency Administrator or their representative (RA), the VDOT

TAMS Contract Administrator (if applicable) and all other appropriate VDOT staff.

The ALUE must forward the CRMP request to the SRM, DRM, RA, TAMS Contract Administrator (if applicable) and all other appropriate VDOT staff for review and approval prior the request to being routed to TMPD for final approval by the Chief Engineer. The ALUE must also forward the

CRMP request to the Safety & Performance Management Division and the Operation & Security Division at the Central Office for review and approval if the request involves activities that impact underpasses, trails, bridges, or tunnels.

The ALUE must provide TMPD with written documentation to that all appropriate VDOT staff has approved the CRMP request.
