1 IN THE NAME OF GOD, MOST GRACIOUS, MOST MERCIFUL DE ANZA COLLEGE MUSLIM STUDENTS ASSOCIATION CONSTITUTION ARTICLE I: THE NAME OF THE ORGANIZATION The name of the club shall be Muslim Students Association herein referred to as MSA. ARTICLE II: PURPOSE OF THE ORGANIZATION The MSA of De Anza originated primarily to bring together Muslims of diverse background and cultures regardless of sectarian differences. The De Anza Muslim Student Association wants to create an Islamic environment, and try our best to increase unity within the Muslim community on campus through social events, discussion, and meetings. The primary goal of MSA is to serve the needs of the Muslim community at De Anza College. Our secondary goal is to serve the campus community, we shall strive to enrich the diversity by educating the students from different religions, and background about Islam through lectures, events, and dialogues as well as serving as ambassadors of Islam, the De Anza MSA aim to promote spirituality within Muslim Students, understanding between various faiths and activism within the De Anza Community. ARTICLE III: MEMBERSHIP All persons subscribed to the main MSA email list are considered general members of the MSA. There are no membership dues for this club, but if any member desires to give financially to the club out of the kindness of his or her own heart, gift are graciously accepted. There are no limitations on club membership for any DASB cardholder even if he or she is on academic or social probation. Article IV:QUALIFICATION AND ELECTION OF OFFICERS Only members who are not on social and academic probation may vote or hold office. Section 1. Club Officers must be currently enrolled, have a minimum of a 2.0 cumulative Grade Point Average (GPA), maintain at least eight (8) Z:\ICC\Club Constitutions\Active Club\Muslim Student Association (MSA).doc 2 units, have a current DASB card, and must not be on academic or social probation. Section 2. Officers will be a Presidents, a Vice-President, ICC Representative, Secretary and Treasurer. An Outreach/Communications Director and Events Coordinator may or may not be elected. Section 3. ICC recommends elections be held no later than the 6th week of Spring quarter. Club Officers shall be elected by a simple majority vote of active Club Members present at that Club Meeting. New officers will be sworn in upon the completion week six of the Spring Quarter. Article V: DUTIES OF THE OFFICERS Section 1. President A. Preside over all meetings. B. Call special meetings. C. Carry out the provisions of the constitution. D. Appoint committees and chairpersons. Section 2. Vice-President A. B. C. D. Preside over all meetings. Fall in for meetings when President is unavailable. Carry out the provisions of the constitution. Advice committees and chairpersons. Section 3. ICC Representative A. Attend all Inter Club Council meetings. B. Report the results of ICC meetings at club meetings. Section 4. Secretary A. Keep accurate minutes of all meetings. B. Act as correspondence clerk. C. Distribute agenda for all meetings. Section 5. Treasurer A. Handle funds and finances for M.S.A. B. Keep financial records and collect dues. C. Make financial reports. Communicating with the De Anza Student Body. B. Reaching out to different organizations to collaborate for events or otherwise. Article VI: IMPEACHMENT/REMOVAL/REPLACEMENT OF OFFICER(S) AND MEMBER(S) Section 1. All elected officers and club members may be subjected to impeachment and removal by a two-thirds majority vote of the total membership. Grounds for impeachment are negligence, continuous absence from activities of MSA meeting for more than two months and any form of misconduct which is damaging to the club. Prior to impeachment/removal there must be one week's notice of intent publicized. Section 2. The duties of any Officer that has been removed will become the responsibility of the other officer(s) until another can be elected. Election must be held within two weeks of the vacancy. Members of the MSA can be removed for willfully creating dissent (fitna), abuse of MSA funds, abuse of MSA property, and willfully causing harm to the MSA or its members. Section 3. Article VIII: MEETINGS Section 1. There must be public notice on the school board at least five (5) school days in advance. Section 2. There must be a meeting at least once a month held at De Anza College. Section 3. At least 50% of the Executive Council must be present in order to take care of financial action. The treasurer will need to make a written and oral report at least once a month at the meeting. Article XI: COMMITTEES Section 1. The standing committees of MSA shall be: a. SOCIAL COMMITTEE: This committee is in charge of organizing all events and reaching out to the student body. B. RELIGIOUS COMMITTEE: This committee is in charge of the dawah table and making sure the members have access of updated materials. Article X: ADVISOR Section 1. Role of advisor: A. Work closely with the club to ensure a cooperative relationship between the advisor, and the club membership. B. Assist each officer of the club in understanding their duties and give advice to the board. C. Give particular attention to the financial activities of the group in order to prevent the incurring of organizational debts for succeeding members to pay. D. Assist students to understand and apply democratic principles within their own organizations, and in working with others. E. Be present for all official club/organization meetings and activities (business and social), and to advise students of the policies and procedures which they must follow as a club/organization. F. Be familiar with the ICC Code, ICC Financial Code, ICC Concession Code and financial process. G. Insure that all reasonable steps are taken to insure the safety, and welfare of club members. H. Insure that appropriate college policies are upheld. I. Sign all club requisitions for the club and make sure that: 1) Their student treasurer or Presidents signs it and 2) The expenditure is correct within all existing policies. Z:\ICC\Club Constitutions\Active Club\Muslim Student Association (MSA).doc 5 Article XI: RESPONSIBILITIES MSA accepts full financial responsibility for all activities which bear its name as official sponsor, and will adhere to all college regulations. All publicity for an event must bear the name(s) of the sponsoring organization(s). Article XII: RIGHT TO ACT No club officer or member has the right to incur any debt or become involved in any business under the title or by implying the title of a club in any way unless given full authority to do so by the club. Article XIII: AMENDMENTS TO CONSTITUTION Any amendment change requires two-thirds vote at a general club meeting and must then be approved by the Inter Club Council (ICC).
