1. Summary Statement: State the major function(s) of the position and its role in the university. The Specialist, Administrative Resources, manages and implements the Cooperative Extension
Southern Area human resources function for Clark, Southern Nye, and Lincoln counties ensuring compliance with the University of Nevada, Reno (UNR) Equal Employment Opportunity and
Affirmative Action plan; assists the Southern Area Director in the management of the day-to-day operations and administrative functions of the Office of the Southern Area Director; supervises the clerical staff for the departments of Human Resources, Children, Youth and Families, Health and
Nutrition, Water, Horticulture and Natural Resources and Operations; and assists the Southern Area
Director in community outreach.

Primary area-wide resource for the daily Human Resources operations of the Southern Area
Cooperative Extension
Provides oversight, advice and recommendation regarding all aspects of Southern Area personnel management including position analyses, organization, structure, internal policies and procedures, recruitment and retention programs, and employee training.
Work joi ntly with and as an integral participant in the Southern Area’s Administrative Team and with faculty as appropriate in designing, developing and implementing policies and procedures as it pertains to the fiscal operations of the Southern Area
Maintains the Personnel records and prepares reports pertaining to human resources for
Southern Area Cooperative Extension
Conducts all phases of personnel searches and recruitment for University of Nevada
Cooperative Extension, Southern Area
Directly handles all faculty and classified personnel issues, requests, and/or complaints from faculty, staff, and the public and advises and assists in resolving disputes
Provides assistance in assessing organizational culture to identify employee related issues and problems
Ha ndles workers’ compensation and benefits issues for the Southern Area faculty and staff
Represents Southern Area Director on human resources and administrative issues with program teams (Youth, Health and Environment) and outside agencies
Answers questions, provide advice, and assist personnel throughout the Southern Area organization in maintaining the orderly, efficient, and timely processing of business affairs to support the overall roles of Extension
Provides all required human resources information to support and assist the Southern Area
Director in planning and decision making regarding program support and staffing
Identifies training needs and conduct effective educational programs to enhance the skill and capability of faculty and staff
20% - Organizational Management
Assists the Southern Area Director in management of the day-to-day operations involving human resources, administration, program requests and questions, conflict resolution, safety management and compliance issues, interpretation and implementation of policies and procedures, and requests or concerns from the public, UNR, other land grant institutions,
USDA, state agencies and other federal agencies

Serves as a member of the Southern Area’s administrative team responsible for the overall decisions affecting Southern Area Extension
On a day-to-day basis, handles incoming requests from staff and the public, conflict resolution, interpreting and implementing internal and external policies and procedures, and recommending courses of action in conjunction with the Statewide Financial and Human
Resource Specialist
Assists the Southern Area Director in community outreach to promote University of Nevada
Cooperative Extension, Southern Area's visibility and mission
10% - Supervision
Supervise 1) Human Resources personnel - Administrative Assistant III and 2) Clerical personnel – one Administrative Assistant IV, four Administrative Assistant III’, one
Administrative Assistant I, and two Administrative Aids, to include hiring, training, coaching, evaluating and disciplining in accordance with State Classified Personnel rules and regulations
Ensure personnel’s skill set is up-to-date and in line with the requirements of the University,
County, State and Federal governments and within the department ’s protocol, policies and procedures
10% - Budget
Manage a departmental budget of approximately $18,850 to include monitoring and approving expenditures
Reviews internal and external procedures to ensure the most effective management of personnel and funds
3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
The Specialist has delegated authority from the Southern Area Director in areas of human resources operations, conflict management, safety management, and interpretation of policies and procedures.
Decisions and judgments could have a significant impact on the effectiveness, fiscal stability and human resources condition of the Southern Area Nevada Cooperative Extension. Poor judgment and decisions could adversely impact its ability to deliver and maintain continuity of community programs and hamper most public relations efforts in accomplishing our mission. Poor judgment could jeopardize federal/state/county funding with serious consequences to continued programming.

Other human resources managers in other areas in the University of Nevada Cooperative Extension system - to act as liaison and resolve problems, initiate change and clarify issues
Southern Area administrative team, statewide administration, UNCE and UNR faculty and staff - to work collaboratively and exchange information, for development and interpretation of policies and procedures, and for the resolution of problems often unique to the Southern Area

Bachelor’s degree from a regionally accredited institution
b. Minimum type and amount of work experience, in addition to the above required education necessary for a person entering this position.
Bachelor’s Degree and four years of experience or Master’s Degree and two years of experience in an administrative or business function, supervision, or human resources c. Indicate any license or certificate required for this position.
