Summary Statement: State the major function(s) of the position and its role in the university. The Program Manager for Geographic Information Services (GIS) is responsible for overseeing the GIS Services Program at the Nevada Small Business Development Center (NSBDC) in the College of Business Administration (COBA). The Program Manager is responsible for developing client relationships, generating revenue, managing GIS personnel, acquiring useful data and information that will be interpreted for clients, verifying the accuracy of databases and analytical results, and presenting information to clients. The Program Manager provides consulting assistance to both faculty (mapping/economic and demographic analysis) and University of Nevada, Reno (UNR) administration (land and population growth analyses/disposable BLM land). The Program Manager is a primary contact for community outreach actively marketed by COBA involving demographic and economic maps and analyses. 2. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 50% - Project development, project management, and quality control Manage the updating of the various economic databases Management and verification of the resulting deliverables in map and spreadsheet formats Final quality assurance checks on deliverables to clients and any follow-up necessary for customer satisfaction 20% - Client Relationships Management and Revenue Generation Develop new client relationships that will generate revenue to sustain a self-supporting budget Prepare written proposals and explain the project methodology to clients Once relationships are developed, formulate contracts, develop scopes of work, prioritize concurrent projects, verify accuracy of the results, disseminate the deliverables, invoicing, and follow up with clients 20% - GIS Personnel and Resources Management Manage professional administrative faculty and GIS assistants (students in both southern and northern Nevada) Administer policies and procedures to the subordinate employees and coordinate resources, prioritize projects, train, and specify individual scopes of work for these employees 10% - Miscellaneous analyses, studies, and mapping Generation of economic impact studies, demographic projections, and data mapping when needed 3. Level of Freedom The Program Manager independently selects the majority of GIS-related contracts and analyses that are proposed by paying clients and determines the service fee prices and other contractual obligations. The incumbent works independently with university faculty to deliver analytical research Position Description – Program Manager, Geographic Information Services Page 3 for a variety of projects related to community outreach. The position must represent the program in a professional manner to elicit new proposals and maintain current client relationships to obtain new projects. The GIS Program Manager must consistently validate the credibility and accuracy of the wide variety of information that is collectively reported to clients who will make decisions that involve millions of dollars and hundreds of employees. The Program Manager is responsible for developing and growing a well-utilized visible service that translates into future partnerships with the university. As a self-funded service, these partnerships generate financial support that results in on-going contracts. Incumbent must work independently under minimal supervision and with considerable latitude for initiative and independent judgment. Impact This position is very visible to the public and therefore has a direct impact on the perception of the NSBDC, Bureau of Business and Economic Research (BBER), and university and its professional reputation. Inadequate performance has a detrimental effect on the achievement of objectives related to major center and university goals. Inadequate performance may result in contractual obligation failures and dissatisfaction resulting in loss of future funding. 4.
