1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Manager, Information and Database Administration, is responsible for the design, implementation
and management of databases, data warehouse, and various layers of the business intelligence and
reporting architecture in support of customers. The incumbent manages the data warehouse unit
within Information Technology. This includes oversight of data warehouse development, daily
functionality, management of related software applications and supervision of staff. Additionally, the
Manager is the principal Oracle database administrator. The Manager reports to the Director,
Information Technology.
2. List the major responsibilities, including percentage of time devoted to each. Provide
enough detail to enable a person outside the department to understand the job (percentage

60% - Database Administration
 Administer Oracle database systems, environment and business intelligence services,
including the data warehouse and secondary systems
 Perform database management functions at an enterprise level to ensure a reliable, secure
and high availability system; install, configure, upgrade and maintain database instances
 Create various database objects, manage user roles, profiles and privileges
 Manage backup and recovery of databases systems using RMAN and Data Pump
 Develop and test database systems, database recovery plans and procedures
 Perform monitoring and tuning of database environments to ensure optimum performance and
maximization of available resources
 Troubleshoot and resolve database issues
 Develop and continually improve Oracle security administration to ensure the integrity of the
database and protect the data while maintaining high availability
 Install, configure and manage Oracle Enterprise Manager (OEM)/Grid Control, including job
scheduling and monitoring
 Work with infrastructure team to define physical hardware requirements required to maintain
and support the database including storage, capacity planning and hardware upgrades
 Lead projects on design, architecture and development of new or enhanced subsidiary
systems
 Ensure integration and optimization between Oracle and secondary systems
 Develop cooperative partnerships and relationships with end-users and others who have
vested interest in database system development, functionality and productivity
30% - Data Warehouse Management
 Collaborate with key stakeholders to evaluate priorities, consolidate needs, recommend
improvements and solutions
 Collaborate with Manager, PeopleSoft Project for development of business intelligence
products, integrating new data sets and report requests
 Assess needs, determine priorities, establish long and short range project goals; assign tasks,
troubleshoot problems
 Establish policies and procedures for data requests, security and approvals
 Develop and maintain collaborative relationships with functional data owners
 Provide direction, supervision and guidance to the Data Warehouse team

Assign project roles, oversee accomplishment of goals and objectives
Participate in defining unit and user roles, establishing technical parameters and identifying
campus needs
10% - Strategic Planning
 Work with IT management, other team members and key stakeholders in defining, designing
and developing the strategy to support analytical reporting, data access and Business
Intelligence (BI) functions
 Create a plan for the Oracle database systems and data warehouse to accommodate growth
and respond to changing data sources
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The Manager, Information and Database Administration is responsible for the data backbone of key
university systems. The Manager makes daily decisions that optimize the performance of the system,
provide security access and ensure the availability of systems. Oversight of the data warehouse
group allows for strategic planning and change management related to the implementation of new
data sources and systems. The Manager works with the Director, Information Technology and the
management team in strategic planning and on resource needs.
Impact:
Decisions affect the stability, performance, and integrity of data, having long reaching effects for
business planning. Daily administration of the system affects faculty and staff throughout the
university. Inadequate performance of the duties may result in system outages, slow system
performance, planning errors, data quality and/or access issues. These issues would have a direct
impact on the decision-making and business planning of the institution.
4. Describe the knowledge, skills (to include cognitive requirement and verbal and written
communication), and abilities (to include task complexity, problem solving, creativity and

Knowledge of:
 Oracle administration, SQL Server and IIS
 Database administration, including maintaining data dictionaries, partitioning, indexing, database
backup and recovery using RMAN, database performance tuning/monitoring, database loading,
database updates and migrations
 Current database, user and data security practices
 Complex RDMS implementations (e.g. large databases, replication, and cluster-based) and
other high availability environments
 Oracle Data Guard Physical Standby installation, configuration, and support including Data
Guard Broker
 Oracle SQL and PL/SQL and theories of relational databases
 Oracle Enterprise Manager (OEM)/Grid Control
 The development and enforcement of standards and procedures
 EPM and ETL tools
 PeopleSoft People Tools
 Oracle applications and tools patches, bundles, updates, and upgrades
 RDBMS implementations on UNIX platforms
