1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division

The Director, Nevada Industry Excellence (NVIE), provides responsibility for the leadership and
direction of NVIE which is the Industrial Extension Program of the Nevada System of Higher
Education (NSHE) and the University of Nevada, Reno and its partners. NVIE also serves as the
state of Nevada’s Department of Commerce, National Institute of Standards and Technology,
Manufacturing Extension Partnership (NIST-MEP) Center. The primary mission of NVIE is to
strengthen the global competitiveness of Nevada companies by providing information, decision
support and implementation assistance in adopting new, more advanced technologies, techniques
and best business practices. The position reports to the Vice President, Research and Innovation
(VPRI).
2. List the major responsibilities, including percentage of time devoted to each. Provide

60% - Project Administration
 Direct, lead and manage the NVIE Business Team in the accomplishment of the NVIE and
MEP mission
 Provide oversight for statewide marketing and messaging continuity
 Substantive national and statewide travel and field work is required
15% - Grant and Contract Administration
 Perform other administrative and financial assignments as required
 Continue to secure current and future funding for NVIE through State appropriations and
multiple grant programs, federal matching funds, project management fees, and local public
and private support
15% - Strategic Planning
 Establish and accomplish statewide goals, objectives and quantifiable performance
measurements
10% - Stateside Advisory Board and Stakeholder Support
 Develop and report to a statewide NVIE Advisory Board
 Maintain broad NSHE, business and governmental support by working with a wide variety of
stakeholder groups
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
NVIE functions as a comprehensive “facilitating and consulting” business within NSHE, working to
improve the profitability of Nevada’s industries. The incumbent is responsible for NVIE and its MEPbased performance metrics. The NVIE program employs 15-21 F.T.E. and manages a 2.5-3.0 million
dollar budget, while working with 250-300 clients each year. While minimum supervision is provided,
the incumbent is expected / required to meet the expectations of the Vice President, Research and

Innovation (VPRI), the NVIE Advisory Board, the MEP Grant and multiple other Grant Sponsorships.
In addition, NVIE’s hybrid business model – combining the interests of both the public and the privatesectors – can be difficult to understand, lead and achieve. Cash flow, grant administration and
internal administrative policy must all be acknowledged and accomplished. The Director consults with
the VPRI on strategies for NVIE to support NSHE and University of Nevada goals for economic
development.
Impact:
The decisions and judgments made by the Director affect the relationships between the industrial
sector, the internal NSHE partners, and the federal and the state sponsors with NVIE and the System
at large. The decisions determine success in achieving NVIE growth and positive impact on NSHE
and Nevada’s economy. Positive and quantifiable relations are crucial for continued success of NVIE
and the favorable image that NVIE projects for NSHE. Meeting the expectations of a diverse mix of
stakeholders (internal and external) is complex…rewarding in its successes, challenging in its issues.
Effectively directing a statewide team over a large geographical area, serving multiple institutions and
clients is imperative.
