Summary Statement: State the major function(s) of the position and its role in the university. This position reports to the Director for Police Services and assists the Director in accomplishing the long and short-term goals and the mission of the department. The position recognizes the unique and sensitive needs of a university, which strikes a balance between law enforcement and service. This position assists the Director in accomplishing these needs by utilizing modern police concepts and practices, including, but not limited to, the community-oriented policing model. 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 60% - Human Resources and Supervision Assist the Director in ensuring that the goals of the department are met Make recommendations to the Director about policies, procedures and staffing issues Plan, organize, schedule and assign work and provide instruction in special police techniques Supervise and provide leadership in the recruitment, evaluation, training and scheduling of regular and reserve University Police Officers to ensure compliance with established policies and procedures Assist the Director in settling employee grievance and public relations issues. Supervise the Field Training Officer (FTO) training program Research and investigate complaints, public inquiries and issues raised by external entities regarding the actions of subordinate officers 20% - Administrative/Managerial Assume command and supervision of the department in the absence of the Director. Represent the department and the university as required Act as liaison for the Director regarding department activities and operations Assist the Director with development of the department’s operating rules, policies, procedures, and with budget development in the areas of equipment, personnel and training Oversee the planning and organization of law enforcement activities surrounding special events involving large crowds including maintaining special event records, occurrences and attendance of each event; conduct background investigations on performers, promoters and agents of the event Assume command of law enforcement activities at crime scenes, emergency situations and special events Direct dormitory liaison activities based on the community oriented policing model and provide crime prevention training 10% - Community Relations Participate as part of comprehensive law enforcement efforts in the local area by interfacing with allied agencies Work cooperatively with local law enforcement agencies in accordance with inter-local agreements as required and serve as a member of task forces, committees, boards and other groups as assigned Position Description – Commander, University Police Services Page 3 Maintain contact with other law enforcement agencies to ensure the department is current on criminal justice matters and that information is shared as appropriate Attend official ceremonies, special events, and other functions for the purpose of representing the Director when requested and promote positive public relations Maintain cooperative relationships with other state, local and federal agencies, and government officials, the State Legislature, safety interest groups, the public and the media 5% - Reporting and Communication Maintain records related to field activities, special investigations, personnel, and prepare periodic activity reports and statistics for the FBI in accordance with departmental policies and procedures Maintain and monitor the use of the resources in the National Crime Information Center, California Law Enforcement Telecommunication System, Shared Computer Operations for Protection and Enforcement System, and dispatch equipment Appear in court as a witness in the prosecution of cases 5% - Perform other duties as required 3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. The position supervises assigned subordinate personnel without oversight and makes appropriate decisions independent of input from the Director. Failure to effectively supervise personnel and address issues as they arise, will impact the efficiency of the department and the reputation of the university. The ability to exhibit the appropriate leadership skills will determine the level of cooperation within and outside of the department, the potential for continued and increased funding, and the quality of service provided to the campus community. Because law enforcement operations have a tendency to have a far-reaching impact, actions and decisions made by this position will have an opportunity to either have an extremely positive or an extremely negative impact on the department, division and university. 4.
