1. Summary Statement: State the major function(s) of the position and its role in the university. Attach an organizational chart with positions, ranges, and names for the division which reflects the position in it as well as those supervised in the department. (This section is

The Administrator, Information Technology, provides the overall leadership and direction to University of Nevada, Reno Cooperative Extension (UNCE) for all aspects of information technology statewide.
This includes setting and directing goals related to a network which includes 22 offices and approximately 250 individuals across the state and providing leadership and direction for numerous non-routine tasks that are crucial to the work of UNCE. The individual must assimilate needs of users and highly technical information with resource availability and development strategies in order to set overall college technology goals. This position leads the development efforts for the on-going strategic planning for technology for the college. The Administrator must work closely with Campus Information
Technology (IT) and Nevada System of Higher Education (NSHE) System Computing Services
(SCS), other NSHE institutions, as well as state and federal agencies, U.S. Department of Agriculture
(USDA) contacts, and Cooperative Extension peers in other states. The individual provides leadership for a broad range of developmental, implementation, technical and training issues and designs and directs the most advanced professional/technical work associated with running a complex system of technological resources. The position reports to the Dean, Cooperative Extension.

15% - Technology Management
Provides leadership, direction and coordination for all technology goals, actions, and functions, including all hardware and software planning and decisions, a complex email and database management system and UNCE’s interactive video system, satellite downlinks, and programspecific technology including oversight for technical installation and updates of equipment throughout the state
Integrates user needs and resources and ensures network operation at the highest level of performance and functionality
Participates in strategic planning and interagency coordination
15% - Information System Technical Work
Provides leadership and direction for the most advanced professional and technical work associated with an information system
Serves as the network Administrator, overseeing all aspects of operation
Defines parameters and directs implementation of goals for installation, operation, maintenance and monitoring of the computer network, firewalls, operating systems, servers, workstations and stand-alone computers and non-computer related technologies
Provide leadership that encompasses all aspects of the Local Area Network (LAN), the Wide
Area network (WAN), installing application software on the LAN, ensuring backup and redundancy, training, and problem resolution
15% - Staff Management
Leads and provides performance input for a diverse team of technology staff, clerical contacts who have office technology responsibilities and web contacts in the Dean’s office and all county offices
Coordinates with all UNCE information technology staff to ensure communication is kept open and information technology policies/procedures are known, understood, and implemented

Provides leadership and training to information technology personnel and ensures information technology staff are trained and understand the goals of the College
Supervises, trains, and evaluates information technology staff members
15% - Communication and Coordination of Goals
Integrates UNCE and campus goals and coordinates with campus personnel concerning technical issues, purchasing decisions and problem solving
Works closely with campus IT faculty as a team member
Establishes policies and procedures for UNCE across the entire state on technology usage and contact protocols
Communicates with all UNCE staff and faculty about proper procedures to follow and keeps them informed of problems, issues, and better practices
Works with the communications Specialist to ensure consistency between technology and web publishing guidelines
Use such communication methods as training, consultation, newsletter articles, and written correspondence to keep staff current, efficient, and knowledgeable
15% - Hardware and Software Technology Operations
Reviews present and prospective technological hardware and software in order to keep college practices current with advancing technology and university practices
Develops and oversees test and validation procedures
Designs and implements strategies, oversees installation and develops written documentation for technology upgrades and advancements, which may include new as well as current technologies, such as computers, networks, interactive video, special applications for teaching methodologies, and interactive web programming, presentation hardware and software, interactive communication systems, software related to administrative functions, and a variety of non-routine applications
15% - Proposal and Report Preparation
Advances technology goals of college by writing proposals for grants and collaborating with academic faculty and campus IT units to obtain and/or expand hardware and software capabilities
Act as state technical contact for communication with USDA/CSRESS, the national e-
Extension initiative and collaboration with peers in other states on multi-state technology initiatives
Ensures data is extracted from online reporting system in order to complete required reporting for federal funding
10% - Training Coordination
Conducts or coordinates training to users, and provides leadership and guidance to staff in helping users resolve specific problems
Ensures information technology needs are met in a timely manner and sets priorities for dealing with information technology activities/needs

Level of Freedom:
The Administrator is expected to provide leadership in the performance of the responsibilities of the position in order to ensure the success and credibility of the unit’s work and the reputation of UNCE and UNR statewide. Incumbent must work independently with little direct supervision and with considerable latitude for initiative and independent judgment. Decisions are related to a broad range of softwa re and hardware technologies and the college’s ability to communicate and meet the

Impact:
Decisions and judgments made by this position impact the reliability and timeliness of a wide variety of programs and functions which have direct impact on the reputation and credibility of UNCE and
UNR. Given the dependence on technology, these are critical decisions for ensuring program quality and accountability to our state, federal, county, and external funders. The judgments of and decisions made by this position impact the unit’s ability to provide quality programs and services which are critical to attracting and maintaining customers.
