Requirements for Establishing Interconnections for Energy Storage Devices
Effective July 1, 2015
Purpose
The purpose of this business practice is to identify the requirements to establish an
interconnection for energy storage devices.
This business practice applies to all Interconnection Customers unless explicitly contradicted by
existing contract terms.
Definitions
Small Generating Facility – The Interconnection Customer’s device for the production and/or
storage for later injection of electricity identified in the Interconnection Request, but shall not
include the Interconnection Customer’s Interconnection Facilities.
Generating Facility Capacity shall mean the net capacity of the generating Facility and the
aggregate net capacity of the Generating facility where it includes multiple energy production
devices.
Practice
Consistent with FERC Order 792, Puget Sound Energy (PSEI) shall consider all energy storage
devices as generation subject to the Small Generation Interconnection Process. All energy
storage devices shall also comply with Puget Sound Energy’s posted Technical Specifications, as
appropriate.
Interconnection requests will evaluate the Generating Facility Capacity to include any
incremental increases to the Generating Facility Capacity or material modifications.
Initiating the Interconnection Process
Customers desiring to initiate the Small Generation Interconnection Procedure will be required to
follow Annex B of PSEI’s Open Access Transmission Tariff. Customers desiring to initiate the
Large Generation Interconnection Procedure are required to follow Annex A of PSEI’s tariff.
If there are questions regarding specific requests for interpretations, Customers will submit their
specific requests in writing. PSEI will then contact the Customer to obtain further technical
information about the project to permit PSEI to sufficiently evaluate the request.
