GENEVA CENTRE FOR THE DEMOCRATIC CONTROL OF ARMED FORCES (DCAF) CONFERENCE AND TRAINING COURSE Partnership Action Plan on Defence Institution Building (PAP – DIB) Regional Event in the Caucasus Tbilisi April 25 - 29, 2005 CONFERENCE PROGRAMME April 25th – 29TH, 2005 Venue: In Georgia: Tbilisi (Conference to take place in the building of Georgian Parliament; Training Course to take place in the building of MFA) Concept/Format: Conference for Senior Officials and representatives of civil society (1 day) and Short Course for expert level staff from defence institutions and civil society (3 days), back to back with the Conference. Organisation: Joint Georgian-Swiss initiative with the support of NATO IS, the Geneva Centre for the Democratic Control of Armed Forces (DCAF) and NATO Studies Centre Bucharest. Conference: Objectives: • • • To introduce PAP-DIB to participants and explain how NATO, Allies and Partners are working to implement it. To explain Defence Institutions Building key concepts: democratic and civilian control of the armed forces, effective and efficient management of defence institutions, security sector reform (why is it needed, what are the priorities, mechanisms and procedures for implementation). To exchange experience regarding the process of defence institution building in countries of the Euro-Atlantic area. 1 Participants: Parliamentarians, Presidency and Parliament’s Senior Staff, Senior Government Officials from: MFA, MOD, MOI and other ministries/agencies with responsibilities for defence matters and with associated force structures (f.i. border forces), Ministry of Finance, Senior representatives of security and defence NGO’s, academics, journalists. • • • • Method: 15-20 from the host country. 10-15 from each of the regional countries (Armenia, Azerbaijan) 5-10 from Moldova 10-15 experts from NATO IS, DCAF, Allied and other Partner Nations Briefings and Panels with Q&A Sessions. Interpretation in English and Russian should be available. Training Course Objectives: To enhance participants’ understanding of Defence Institutions Building key concepts: • • democratic and civilian control of the armed forces: constitutional and legal arrangements; civilian participation in defence and security policy making; legislative and judicial oversight. effective and efficient management of defence institutions: arrangements and procedures to assess security risks and national defence requirements; measures to optimise the management of defence ministries and other ministries and agencies with defence responsibilities; personnel management; financial planning and resource allocation; management of defence spending. Participants: Presidency and Parliament expert level staff, Government experts from: MFA, MOD, MOI and other ministries/agencies with responsibilities for defence matters and with associated force structures (f.i. border forces), Ministry of Finance, representatives of security and defence NGO’s, academics, journalists. • • • Methods: 10-15 from the host country 5-10 from each of the regional countries (Armenia, Azerbaijan) 3-5 from Moldova. Financial Arrangements: NATO IS and Switzerland/DCAF will bear major part of costs for the Conference and the Course.
