Marshall Center, Garmisch-Partenkirchen, Germany Accommodation: Hotel Obermühle, Garmisch-Partenkirchen, Germany Background Partnership Action Plan – Defence Institution Building (PAP-DIB) is the cornerstone of the PfP security sector reform agenda for current PfP member states seeking NATO membership. By virtue of offering a structured framework elaborating the key principles of a transparent, accountable and thus reformed security sector it intends to contribute to the best practices in security sector governance espoused by advocates of democracy and cooperative security in contemporary Europe. At the same time the PAP-DIB concept is interchangeable with the idea of Democratic Defence Institution Building which may be applied not only to European states with more advanced security sector reform agendas but also elsewhere in the world where the essential principles of security sector reform are espoused in similar frameworks as appropriate to the conditions in which states and international organisations seek to introduce transparency and accountability to their defence and wider security sectors. 1 Event Outline The conference is an event in which the conceptual framework provided by PAP-DIB is used to discuss the principles of democratic oversight and qualitatively deepen the partnership relationship between PfP member countries and their representatives. Participants from all PfP states will be invited. The event’s objectives include introducing the PAP-DIB process to participants, detailing how NATO allies and partner countries can work to implement it, exchange experience regarding the process of defence institution building in countries of the Euro-Atlantic area and explaining key DIB concepts: democratic and civilian control of the armed forces; effective and efficient management of defence institutions; security sector reform (why is it needed, identifying priorities, mechanisms and procedures for implementation). Invited participants will include members of the PfP SSR WG and other civilian parliamentary, media and civil society defence experts from the former Soviet Union. A previous event comprising a conference and training course for PAP-DIB for the Caucasus and Moldova based on a Swiss-Georgian initiative, a PfP Consortium Security Sector Reform Working Group-meeting, with the support of the Geneva Centre for the Democratic Control of Armed Forces, NATO IS (International Staff), and the NATO Studies Centre, Bucharest was held in Tbilisi in April 2005. For further information about Partnership Action Plan – Defence Institution Building see http://www.nato.int/docu/basictxt/b040607e.htm DCAF’s Involvement Since its establishment, DCAF’s research and documentation department has since its establishment been seeking to document good practice, norms, standards and procedures both within NATO and in the broader European and Transatlantic Security context. Its Operations department has been instrumental in assessing progress and further needs on behalf of various international organisations and in handing on knowledge on such practices to the governments, parliaments, military, civil society and media of the countries investigated while contributing in parallel to shaping the political will of those in power, and creating a legal basis to make possible the rule of law. DCAF’s rich experience in both research and technical cooperation has been made available to the PAP-DIB initiative provided an appropriate mandate and funding can be made available.
