Panel Organizer: Chi-Ming Chen (陳啟明 ) PhD, AT&T Labs, USA
Chi-Ming Chen joined AT&T in 1995. His current responsibility is the operations support system
(OSS) architecture. Prior to joining AT&T, Chi-Ming was with Bell Communications Research
(Bellcore) from 1985 to 1995. He was a faculty member at Tsing Hua University, Hsinchu, Taiwan from 1975 to 1979.
He received his Ph.D. in Computer and Information Science from the University of Pennsylvania
in 1985; M.S. in Computer Science from the Pennsylvania State University in 1981; M.S. and
B.S. in Physics from Tsing Hua University, Taiwan, in 1973 and 1971 respectively.
Chi-Ming Chen is a Life Senior Member of IEEE and Senior Member of ACM. He is an Advisory
Board Member of IEEE Communications Society (ComSoc) Technical Committee on Communications Quality & Reliability (CQR), a member of the IEEE GLOBECOM & ICC Management &
Strategy (GIMS) Standing Committee, and a member of the Industry Content and Exhibits Committee (ICEC). He has chaired several GLOBECOM and ICC Industry Forums and served as an
IF&E (Industry Forum & Exhibits) Advisor for GLOBECOM 2014 and ICC 2015.
Panel Moderator: David Lu( 陆惠晨 ), VP, IT, AT&T, USA
David H. Lu, Vice President of Business Network & Corporate Solution IT, is specifically responsible
for Global Service Assurance, Network Capacity Management, and Business Billing Solutions at
AT&T.
David is an well respected leader in service assurance engineering and automation, software architecture, IT development and delivery, network performance and traffic management, large data DB implementation/mining/analytics, software reliability and quality, and network operations process engineering.
Since joining AT&T Bell Labs in 1987, he served in various lead positions in software development,
systems engineering, platform architecture, software technology, network management standards,
business planning, process engineering, and program management. Led and contributed to major
AT&T transformation initiatives resulting in significant cost and network quality improvements. He is
instrumental in promoting predictive and adaptive automation implementation in AT&T. He holds 17
patents and has frequently appeared as a guest speaker at technical and leadership seminars and conferences. David currently leads an organization with over 3,000 people across the globe.
Summit Organizer: Anup Kumar, Professor, University of Louisville, USA
Anup Kumar (ak@louisville.edu) is currently a Professor of CECS Department at the University
of Louisville. He is also the Director of Mobile Information Network and Distributed Systems
(MINDS) Lab. He has given tutorials in the past at many IEEE International conferences and at
SCC-2005/2006. His research interests include web services, wireless networks, distributed system modelling, and simulation. He has co-edited a book titled, “Handbook of Mobile Systems:
Applications and Services” published by CRC press in 2012. He is an Associate Editor of Internal
Journal of Web Services Research. He was an Associate Editor of IEEE Transactions on Services
Computing from 2008-2012. He was Associate Editor of International Society of Computers and
Their Application Journal from 2004-2008 and of International Journal of Engineering Design and
Automation from 1995-1998. He was a member of IEEE Distinguished Visitor Program (20062008). He was the Chair of IEEE Computer Society Technical committee on Simulation (TCSIM)
(2004-2007). He has published and presented over 200 papers. He has served on many conference
program and organizing committees such as CyberC-2013-2009, IEEE ISCC 2007, IEEE ICSW2006, IEEE MASS-2005, IEEE SCC-2005, IEEE ICWS-2005, CIT-2005, IEEE MASCOTS, ADCOM 97 and 98. He has also edited
special issues in IEEE Internet Magazine, and International Journal on Computers and Operations Research.

Summit Organizer: Hee Yong Youn, Sungkyunkwan University, Korea
Hee Yong Youn received the BS and MS degree in electrical engineering from Seoul National University,
Seoul, Korea, in 1977 and 1979, respectively, and the PhD degree in computer engineering from the University of Massachusetts at Amherst, in 1988. From 1979 to 1984, he was on the research staff of Gold Star
Precision Central Research Laboratories, Korea. He had been Associate Professor of Department of Computer Science and Engineering, The University of Texas at Arlington until 1999. He is presently Professor of
College of Information and Communication Engineering and Director of Ubiquitous computing Technology
Research Institute, Sungkyunkwan University, Suwon, Korea, and consulting professor of SW R&D Center,
Device Solutions, Samsung Electronics, Korea. His research interests include cloud and ubiquitous computing, mobile computing and networking, and IoT. He has published more than 450 papers in int'l journals and
conference proceedings, and received Outstanding Paper Award from the 1988 IEEE Intl Conf on Distributed Computing Systems, 1992 Supercomputing, IEEE 2012 Intl Conf on Computer, Information and Telecommunication Systems, and CyberC 2014. Prof. Youn has been General Co-Chair of IEEE PRDC 2001,
Int’l Conf. on Ubiquitous Computing Systems (UCS) in 2006 and 2009, UbiComp 2008, CyberC 2010, Program Chair of PDCS 2003 and UCS 2007, respectively. He has also been directing several large-scale projects funded by Korean government including 21C Frontier Project and Ueco City Project. He served as a
lecturer of the ACM Distinguished Lectureship Series from 1993 to 1997, Editor-in-Chief of Journal of Information Processing Systems from 2007 to 2009, and Editor of Journal of Pervasive and Mobile Computing
from 2010 to 2013. Prof. Youn is a senior member of the IEEE Computer Society.
Summit Organizer: Bin Xie(谢彬), CEO of InfoBeyond & NXdrive, USA
Dr. Bin Xie is the founder of the InfoBeyond. He received his M.Sc and Ph.D. degrees in Computer Science
and Computer Engineering from the University of Louisville, Kentucky, USA, 2003 and 2006 respectively.
He is the author of books titled Handbook/Encyclopedia of Ad Hoc and Ubiquitous Computing (World Scientific: ISBN-10: 981283348X, World Scientific Publisher), Handbook of Applications and Services for
Mobile Systems (Auerbach Publication, Taylor and Francis Group, ISBN: 9781439801529, 2012) and Heterogeneous Wireless Networks- Networking Protocol to Security, (VDM Publishing House: ISBN:
3836419270, 2007.
Dr. Xie has published 70+ papers in the IEEE conferences and journals. His research interests are focused
on cyber security, wireless communication, big data, and user performance. Dr. Xie is the Principal Investigator of several projects that are supported by DoD and DoE.
Dr. Xie severed as a member of NIH Special Emphasis Panel on System Science and Health in the Behavioral and Social Sciences, ZRG1 HDM-Q (50), 2012-2015. He is an editor member of the Journal of International Journal of Information Technology,
Communications and Convergence (IJITCC). He was the Guest Edit Chair of Elsevier Future Generation Computer Systems (FGCS) in a special
issue on Mobile Computing, 2012. He delivered a number of speeches in the Army, Navy, Air Force, academic, and industrial societies. Dr. Xie is
an IEEE senior member.
Summits Co-Organizer: Hwey L. Chang (張蕙蘭), AT&T Labs, USA
Hwey Chang joined AT&T Bell Laboratories in 1995. Her current responsibility is the VoIP
Services and VNF. She holds 5 patents for AT&T services. Prior to joining AT&T, Hwey Chang
was with Bell Communications Research (Bellcore) from 1987 to 1995. She championed Bellcore’s SS7 ISUP position in ANSI and ITU standards. She led multiple Switching System Technical Requirements for Call Control, Interexchange Carrier, and ISDN Access using the ISUP.
She was a faculty member at Tsing Hua University, Hsinchu, Taiwan.

Keynote 1: Dr. Chih-Lin I 易芝玲, Chief Scientist of Wireless Technologies, China Mobile
Biography: Chih-Lin I is the China Mobile Chief Scientist of Wireless Technologies, in charge of advanced
wireless communication R&D effort of China Mobile Research Institute (CMRI). She established the Green
Communications Research Center of China Mobile, spearheading major initiatives including 5G Key Technologies R&D; high energy efficiency system architecture, technologies, and devices; green energy; C-RAN and soft
base station.
Chih-Lin received her Ph.D. degree in Electrical Engineering from Stanford University, has almost 30 years experience in wireless communication area. She has worked in various world-class companies and research institutes, including wireless communication fundamental research department of AT&T Bell Labs; Headquarter of
AT&T, as Director of Wireless Communications Infrastructure and Access Technology; ITRI of Taiwan, as Director of Wireless Communication Technology; Hong Kong ASTRI, as VP and the Founding GD of Communications Technology Domain. Chih-Lin received the Trans. COM Stephen Rice Best Paper Award, and is a winner
of CCCP “National 1000 talent” program. She was an elected Board Member of IEEE ComSoc, Chair of ComSoc Meeting and Conference Board, and the Founding Chair of IEEE WCNC Steering Committee. She is currently an Executive Board Member of GreenTouch, and a Network Operator Council Member of ETSI NFV.
Topic: Soft 5G by Way of SDN/NFV, C-RAN, and SDAI
Mobile Internet and Internet of Thing have been widely recognized as the two major driven forces of the next generation wireless communication
system by the global community. A hidden factor behind is the extreme diverse performance requirements of the rich applications under these two
umbrellas, from the optical-fiber-like access to the massive low data rate low power connections, from the extreme delay sensitive links to the spare
burst transmission. Traditional mobile network lacks of enough flexibility to satisfy the diverse needs due to its dedicated hardware based deployment schemes and single globally optimized air-interface protocol. A “Soft 5G” concept is proposed by China Mobile to soften the future mobile
networks from infrastructure to terminal. This talk will share the latest development within China Mobile on the key elements of “Soft 5G” concept, i.e., SDN/NFV, C-RAN, and SDAI.
Keynote 2: Paritosh (Pari) Bajpay, Vice President, Domain 2.0 Services Design, AT&T, USA
Biography: Pari started his career at AT&T Bell Laboratories after completing his M.S. in Computer Science from NYU-Polytechnic, N.Y. Throughout his thirty one year career with the Company he has led business & technical planning teams and engineering and development for Service Assurance systems for both AT&T’s wireless and wireline networks. He currently leads
the Domain 2.0 Services Design & Development efforts focusing on virtualization and programmable network cloud platforms.
Throughout his career Pari’s competencies in business, technology and people management has
provided him opportunities to hold positions with increasing responsibilities. Listen, Challenge,
Inspire and then Deliver and Measure KPIs are his leadership Mantras through which his team
has delivered breakthrough accomplishments.
Pari has received numerous accolades and awards throughout his career at AT&T. Prior to his
career in management, Pari was appointed a Bell labs’ Distinguished Members of Technical
Staff in 1990. He was the recipient of AT&T’s prestigious Science and Technology Medal in
2004, and Asian American Engineer of the Year Award in 2005. His projects have received
AT&T’s Software Excellence Award five times for exceptional software quality and development process, and most recently, the
prestigious CIO 100 Award in 2009. He has been invited to speak at industry forums such as the IEEE. Pari champions employee
mentoring and is on the advisory boards of APCA and OASIS Employee Resource Groups.
Pari enjoys tennis and competitive long distance running. He and his wife have two adult children and reside in Edison NJ.
Topic: Network Function Virtualization – A Carrier’s Perspective
Carriers are experiencing exponential traffic growth resulting from rapid increase in number of connected devices. This increase is
fueled by growing number of smart devices, Internet of Things and wearables. Typically, carriers would address the rapidly increasing traffic volumes through deployment of additional network capacity which is a significant CAPEX challenge. New approach is
needed to enable Carriers to achieve more with less and pivot from way we have done things in the past. In addition, our development methodologies must allow faster innovation and reduced service cycle times. There is also need to automate operation processes to reduce operating costs. These challenges require a new approach to how we deploy and manage our networks. It requires
ability to leverage reusable common off the shelf hardware and deployment of network capabilities as software functions that can
deliver much higher performance with a lower cost structure. That is the promise of Network Function Virtualization. This presentation will focus on how exponential growth in network demand can be efficiently supported using Network Function Virtualization.

Keynote 3: Bing Zhao 赵冰, Senior Manager, MKT Execution Dept, Huawei
Biography: Bing Zhao graduated from Dalian University of Technology, and has worked in ICT industry
for more than 15 years. He has worked in R&D and MKT in wireless, data communication and core network domain and has more project experience with T-Mobile, Orange, Telefonica, Vodafone, CMCC, etc.
In 2010 Because of excellent work he was awarded Golden Staff of Huawei Technology. In 2011 the topic
“Intelligent Packet Core Network ” of his team was awarded “National Science and Technology Progress
Award”.

Biography: Fred Chiang, a serial entrepreneur is currently focused on Etu Corporation as their CEO. Etu
is a pioneer provider of Big Data platforms and End-to-End solutions for specific industries. Their primary focus is helping customers to discover, unlock, and utilize valuable information embedded in extremely
large datasets through simple steps. Since February of 2015, after spinning-off from SYSTEX Group (the
largest IT service provider in Taiwan; TSE:6214) Etu has been working tirelessly to dominate the Big
Data enterprise market in Asia.
Fred Chiang is experienced in software product management, Go-to-Market planning, and technical marketing. He is an enthusiast about open source, open data, data science, and proactive in related communities. Currently, he is the Chairman of Taiwan Big Data Alliance (BDA) and Vice Chairman of Taiwan
Open Data Alliance (ODA).

Keynote 7: Jiandong Li 李建東, Vice President, Xidian University, Xi'an, China
Biography: Prof. Jiandong LI graduated from Xidian University with Bachelor Degree, Master Degree and Ph.D
respectively in 1982, 1985 and 1991 respectively. He is with Xidian University from 1985. He was an associate
professor from 1990 to 1994. He is a professor of Xidian University from 1994 and Ph.D. supervisor from 1995.
He was Dean of School of Telecommunication Engineering from 1997 to 2006 and Executive Vice Dean of

Prof. Li is Changjiang Scholar and was awarded the National Science Fund of China for Distinguished Young

Topic: Resource Mobility and Interference Management for Heterogeneous Wireless and Cellular Networks
Heterogeneous wireless and cellular networks (HWNs and HetNets) are the basic formats for the Ubiquitous Communications in dynamic nomadic
and mobile environments. Each user (with a smartphone,pad or pc)and/or each information flow can access and cross over different kind of
wireless networks such as 2G/3G/4G mobile cellular networks, IEEE 802.11b/n/g/ac/ad WiFi networks, ad hoc networks, etc.
To manage these diverse resources, the theory and architecture of resource mobility, and resource control algorithms based on resource flow are
proposed. Based on these algorithms, the QoS of Information Flows can be assured. To increase the transmission capacity of high density HetNets,
the different interference management schemes such as interference migration, mitigation and alignment are discussed. By combing interference
management with the resource flow control, the user experiences in Ubiquitous Communications can be greatly enhanced.
Keynote 8: Yiqing Zhou 周一青, Chinese Academy of Sciences, Beijing, China
Biography: Prof. Yiqing Zhou received the B.S. degree in communication and information engineering and the
M.S. degree in signal and information processing from the Southeast University, China, in 1997 and 2000, respectively. In February 2004, she received the Ph.D. degree in electrical and electronic engineering from the
University of Hong Kong, Hong Kong. Now she is a professor supported by the “100-Talent” Program in Wireless Communication Research Center, Institute of Computing Technology, Chinese Academy of Sciences. Dr.
Zhou has published over 80 papers and book chapter in the areas of wireless mobile communications. She is a
the associate/guest editor for IEEE Trans. Vehicular Technology, IEEE JSAC (Special issue on ``Broadband
Wireless Communication for High Speed Vehicles'' and ``Virtual MIMO''), WCMC, ETT and JCST. She is the
symposia co-chair of IEEE ICC2015, the symposium co-chair of ICC2014, TPC co-chair of ChinaCom2012, the
tutorial co-chair of IEEE WCNC2013 and ICCC2014, and the workshop co-chair of SmartGridCom2012 and
GlobeCom2011. Dr. Zhou also served as the member-at-large for IEEE NIC in 2013.

Topics: Communication-Aware Computing Resource Management in Super Base Station for
Future 5G
To support the huge mobile traffic in the big data era, future 5G targets to boost the capacity of mobile communication networks by thousands
times. This talk focuses on a promising network architecture for 5G based on Super Base Station (Super BS). Super BS enables centralized mobile
network architectures, where remote radio heads are distributed over the whole network to enable wireless access and all signal processing is centralized to reduce the network energy consumption and operating cost. In particular, concerning protocol processing, this talk presents recent researches on communication-aware computing resource management in Super BS. Firstly, aiming to improve the low computing resource efficiency
caused by load discrepancy in mobile networks, a load diversity based allocation algorithm is proposed, which could improve the computing resource efficiency of conventional methods by 55%. Secondly, concerning the real-time protocol processing requirement in time domain duplexing
(TDD) systems, a dynamic organization mechanism is proposed to carry out downlink protocol processing consecutively, which can guarantee the
real-time processing and keep a high computing resource efficiency at the same time. Finally, future research topics are discussed.

Keynote 9: Jerry Z. Xie, 谢朝阳博士, Scientist-in-Chief, China Electronic Technology Corporation (CETC),

Biography: Dr. Jerry Xie is currently horned as a Specialist of the National 1000 Plan by Chinese
Government. He joined China Telecommunications Corporation in September 2011. He led and
founded China Telecom Cloud Computing Company and served as the founding CEO. He is currently Scientist-in-Chief of China Electronic Technology Corporation (CETC),China.
Prior to China Telecomm, he worked in the United States and held senior engineering and management positions with Intel, Sony Electronics, and Sun Microsystems. When served as General Manager of IT with Sony Electronics, he was instrumental to build RosettaNet based partner interface processes and the agile supply chain management systems to support Sony’s new VAIO business. When
served as Senior Staff Engineering Manager at Intel, he led team delivered the first operational InfiniBand cluster; he was one of the initiators to establish the standard work groups at DMTF in Web service management WS-MAN and WS-CIM, and the contributor to the standard specifications. These
works were implemented in Intel’s AMT products and led to the elastic cloud computing via Web
service interfaces.

Keynote 10: Alok Srivastava, CTO, ISV Practice, Microsoft Corporation, USA
Biography: Alok Srivastava is a lead architect with Microsoft services focusing on Internet of Things
global scale architecture. He is focused on data ingestion from devices, in-flight analytics and scale models for machine learning with security, performance and distributed intelligence models that drive the
modern IOT implementations. Alok has worked as CTO in Microsoft services and established CTO office that focuses on in-operation solution lifecycle. He was CTO for ISV team at Microsoft where he was
responsible for working with Microsoft partners on scale architecture that can absorb emerging technology trends. Alok has worked as technology and business advisor to a number medium and large businesses
enabling them to bring successful products to their respective markets.
Prior to joining Microsoft, Alok worked for Sybase and Oracle Corporation, leading product development and R&D teams. His played a key role in distributed replication management systems, database
extensibility, multi-media management in relational databases, location based services, formalization of
web services, service-oriented architecture and collaboration platform. Alok worked as CTO with his
startup focusing on sales process optimization and automation. His research interest include distributed
high performance and scale computing, internet of things (M2M architectures), cloud computing, service
oriented architectures, complex high scale knowledge systems, data architecture and business intelligence.
Alok graduated from University of Louisville in 1994 after getting his bachelor’s degree from Indian
Institute of Technology, Kanpur in 1991. Alok is a seasoned technology executive, accomplished presenter and innovator with several patents. He has strong background in distributed large scale computing systems, transaction processing, data
management, internet of things as well as complex system architectures.

Not a single day goes by when you don’t hear about some new internet of thing for your home, fitness, car, factory, airplane, trucks, hospital or something else. These
devices are fast becoming a norm. Individually these sensors can tell a lot but the real knowledge patterns start to emerge when these sensors start working together.
We all know gathering individual sensor data and pulling it together in central compute environment can cause huge problems in data volumes and time to process it
to react in a reasonable manner. This is where community of machines and distributed knowledge models start to make sense. Especially when you think about connected cars and driverless transportation, these communities of machine can be very beneficial to gather data fast, make sense of it quickly and react to it in timely
manner. This keynote discusses a future view of connected machines and how that can lead to next industrial automation age.

Keynote 12: Prof. Jiangzhou Wang 王江舟, University of Kent, UK
Biography: Jiangzhou Wang is currently the Chair of Telecommunications and Head of Broadband and Wireless Communications Research Group at the University of Kent, United Kingdom. He has published over 200
papers in international journals and conferences in the areas of wireless mobile communications, and has written/edited three books. Professor Wang is/was an Editor or Guest Editor for a number of international journals,
such as IEEE Transactions on Communications and IEEE Journal on Selected Areas in Communications. He
was the Technical Program Chairman of IEEE WCNC2013 in Shanghai and is the Executive Chairman of
IEEE ICC2015 in London. He is a Fellow of IET and IEEE Distinguished Lecturer. He received the best paper
award from IEEE GLOBECOM 2012.
Professor Wang’s research interests include wireless mobile communications, device to device (D2D) communications in cellular networks, massive MIMO and small-cell technologies, distributed antenna systems, and
cooperative communications.

Due to the rapid growth of smartphones and tablets, cellular mobile networks are facing challenges in providing high data rate services while maintaining a small environmental footprint, which are imposed by the rapidly increased mobile data traffic. Device-to-device (D2D) communication
has been proposed to be an important function to cope with these challenges by allowing two or more user equipments (UEs) in proximity to directly communicate and transmit data traffic in the same frequency band used in the cellular network. This talk will present the challenges and research
results especially in resource allocation for the cellular D2D communications.

Chung-Min currently leads the exploration of data science techniques for telecom applications that aim
at improving mobile user experiences and business intelligence. Previously he was Chief Scientist with
Applied Communication Sciences working on data analytics and privacy involving large sets of smart
grid, financial, and web data. Prior to that, he was Chief Scientist and Director of Telcordia Technologies, during which he led and contributed to projects in OSS, telematics, and M2M. He also headed
Telcordia’s applied research center in Taiwan, overseeing R&D, consulting, and customer engagement.
His research interest spans across areas in database systems, machine learning, parallel & distributed
computing, mobile data, and mobile ad hoc network. He has published over 50 research papers in journals and conferences including The Journal of the ACM, IEEE Trans. on Knowledge and Data Engineering, ACM Transactions on Sensor Networks, IEEE Trans. on Mobile Computing, IEEE/ACM Trans. on
Networking, IEEE J. SAC, INFOCOM, ACM SIGMOD, KDD, EDBT, ICDE, and ICDCS. He received
the Newcomer Paper Award of ACM PODS 2002.
Chung-Min was an Adjunct Professor at National Taiwan University (2008-2011) and an invited speaker
at the 2001 Data Mining Summer School at Rutgers University. He also served as the Chair of US ANSI
expert group to Working Group 17 (Mobile Devices for ITS Applications) of ISO TC-204 (Intelligent
Transportation System). He received PhD in Computer Science from University of Maryland at College
Park and B.S. in Computer Science from National Taiwan University.
