ARTICLE I. Name
The name of this organization shall be the Student Council of the Arts & Humanities. It shall be
hereinafter referred to as the SCAH.
ARTICLE II. Membership
All graduate students of Claremont Graduate University (CGU) enrolled in a program within the
School of Arts & Humanities are nonvoting members of SCAH. Graduate students at Claremont
Graduate University who have been elected by their peers shall be voting members of the SCAH
and have the responsibility of using their voting privileges to help conduct SCAH business at
council meetings. The SCAH membership shall not be limited by ethnicity, race, national origin,
creed or political affiliation, sex, gender, sexual orientation, religion, age, disability, or veteran
status.
ARTICLE III. Mission
The Student Council of Arts & Humanities is dedicated to enhancing the experiences and well
being of graduate students attending Claremont Graduate University. The council’s mission is to
advocate for the interests of Arts and Humanities students to the university’s faculty, staff, and
administration. It will also provide a forum for the discussion of student ideas, concerns,
collaborations, and achievements across all of the disciplines within the School of Arts &
Humanities (A&H) by building relationships between students at CGU.
ARTICLE IV. Objectives
The objectives of this council shall be:
A. To improve the experience of students enrolled in the School of Arts & Humanities at
Claremont Graduate University.
B. To actively engage with students to better understand their interests.
C. To represent the interests of A&H students to the administration, faculty, and staff of
CGU.
D. To represent the interests of A&H students to the Graduate Student Council (GSC) and
other student organizations.
E. To help student organizations and councils within A&H to accomplish their goals and
missions.
F. To keep A&H students informed of the council’s activities and disseminate other
valuable information and announcements to A&H students.
G. To provide opportunities for the discussion of student ideas, concerns, collaborations, and
achievements across all of the disciplines within A&H.
H. To provide opportunities for all students within A&H to build relationships with each
other, and with the faculty, staff, and administration of CGU.

ARTICLE V. Council Composition
The SCAH shall be composed of:
A. Five executive Officers elected by the School of Arts & Humanities student body.
B. Senators elected from departments within the School of Arts & Humanities. Each
department shall have at least one Senator.
Article VI. Duties of Members
Section 1. Duties of the Executive Board
A. Executive Orders
1. When an issue arises that normally requires a vote of the council, and a council
meeting is not possible before a decision is necessary, the Executive Board shall
have the power to issue an executive order regarding that decision.
2. When an issue arises that normally requires a vote of the Executive Board and an
Executive Board meeting is not possible before a decision is necessary, the
President shall have the power to issue an executive order regarding that decision.
3. The Executive Order must be announced to council members at the next SCAH
meeting.
B. Executive Board Meetings
1. The Executive Board shall meet at least once between every general SCAH
meeting.
2. Meetings of the Executive Board will be closed, unless otherwise announced by
the Executive Board.
C. Yearly Goals
1. Create a list of specific goals that the council should pursue for the year.
2. This list should be presented for the council’s changes and approval within the
first two meetings of the year.
3. The progress of these goals should be reported to the council at the end of the fall
and spring semesters.
Section 2. Duties of the President
A. Call SCAH meetings and provide their agenda’s.
B. Ensure SCAH meetings are publicized, and that all agendas and necessary information
are on the SCAH website and emailed to all A&H students.
C. Maintain the SCAH email account and ensure emails are dealt with in a timely manner.
D. Maintain of the SCAH website and ensure all information is correct and up-to-date.
E. Ensure that the constitution of the SCAH is followed and up-to-date.
F. Meet with the Dean of the School of Arts & Humanities at least once a month.
G. Meet with the Dean of Students of CGU, the Director of Student Life & Diversity, and
the Associate Dean of Students of CGU at least once per semester.
H. Communicate with the School of Arts & Humanities students, faculty, department chairs,
Dean, and administrators as needed to promote the mission and objectives of the SCAH.
I. Shall ensure an SCAH member attends all external university committees that allow a
seat for the students of the SCAH.
J. Provide the Historian with the President’s Report for the End-of-Semester Report by the

last day of each semester, which shall include, but is not limited to: involvement in any
ongoing or completed projects, events, or advocacy that helped A&H students,
involvement in any committees or other student organizations, and ideas for the future.
K. Abide by the simplified Robert’s Rules of Order during meetings.
Section 3. Duties of the Vice President
A. Perform any duties requested by the President.
B. Ensure that events are executed by the SCAH inline with its mission, objectives, and
approved budget.
C. Give the Historian a report after each SCAH event, which shall include the title, date,
time, cost, attendance, and suggestions for future improvements.
D. Provide the Historian with the Vice President’s Report for the End-of-Semester Report by
the last day of each semester, which shall include, but is not limited to: involvement in
any ongoing or completed projects, events, or advocacy that helped A&H students,
involvement in any committees or other student organizations, and ideas for the future.
E. Abide by the simplified Robert’s Rules of Order in this constitution during meetings.
Section 4. Duties of the Secretary
A. Take minutes at each meeting, ensure they are approved at the following meeting, and
make them available to students on the SCAH website.
B. Update and maintain any SCAH social media sites.
C. Take attendance at all SCAH meetings and include it in the meeting minutes.
D. Provide the Historian with the Secretary’s Report for the End-of-Semester Report by the
last day of each semester, which shall include, but is not limited to: involvement in any
ongoing or completed projects, events, or advocacy that helped A&H students,
involvement in any committees or other student organizations, and ideas for the future.
E. Abide by the simplified Robert’s Rules of Order during meetings.
Section 5. Duties of the Treasurer

Shall be in charge maintaining a balanced budget for the SCAH.
Shall be in charge of approving and tracking all purchases made on behalf of the SCAH.
Shall report to the council on the SCAH’s budget at every general meeting.
The Budget Report shall include, but is not limited to: total current money spent, total
current money available, total current money earmarked, and an excel sheet itemizing
each deposit and withdraw from the SCAH budget since the beginning of the finical year.
E. Shall be in charge of fundraising if it is needed.
F. Provide the Historian with the Treasurer’s Report for the End-of-Semester Report by the
last day of each semester, which shall include, but is not limited to: involvement in any
ongoing or completed projects, events, or advocacy that helped A&H students,
involvement in any committees or other student organizations, and ideas for the future.
G. Abide by the simplified Robert’s Rules of Order during meetings.
Section 6. Duties of the Historian
A. Shall keep an up-to-date record of all SCAH events, including events advertised,
sponsored, or otherwise aided by the SCAH.

shall include contact information of their student leaders.
Provide Historian’s report for the End-of-Semester Report by the last day of the semester,
which shall include, but is not limited to: involvement in any ongoing or completed
projects, events, or advocacy that helped A&H students, involvement in any committees
or other student organizations, and ideas for the future.
Ensure that all the most recent Historian’s records and reports are on the SCAH website.
Ensure that digital copies of all SCAH documents are kept and that they are passed to the
next SCAH Historian.
Prepare a report of the SCAH’s activities at the end of each semester and present it to the
council before the first day of the following semester.
1. This report shall be called the End-of-Semester Report and shall be compiled by
the Historian and approved with a majority vote of the council.
2. After the End-of-Semester Report is approved it shall be given to the Dean of the
School of Arts & Humanities and published on the SCAH website.
3. After the End-of-Semester Report is approved it shall be also be presented to the
Graduate Student Council during its next meeting and emailed to all GSC
members.
4. The End-of-Semester Report shall include, but is not be limited to:
i. A list of all SCAH members
ii. A list of all meeting dates and times
iii. All meeting minutes
iv. All event reports from the Vice-President
v. An end of semester budget report from the Treasurer
vi. Results of all surveys conducted during the semester
vii. An end of semester report from each Executive Board member
viii. And an end of semester report from each council member
Abide by the simplified Robert’s Rules of Order during meetings.
Section 7. Duties of the Senators A. Attend all meetings of the SCAH and adhere to the Attendance and Voting Policies in
this constitution.
B. Represent the needs, concerns, and best interests of their department during the term in
office.
C. Notify the SCAH about events and announcements from their department at each SCAH
meeting.
D. Ensure a survey of the students within their department is completed at least once a year
to understand the needs, concerns, and wishes of their department.
E. Organize and host at least one event or project for the students of the School of Arts &
Humanities.
F. Meet with the Chair of their department twice per semester to report their activities and
seek advice for the future.
G. Provide the Historian with a Senator’s Report for the End-of-Semester Report by the last
day of the semester.
H. The Senator’s Report shall include but is not limited to: involvement in any ongoing or
completed projects, events, or advocacy that helped A&H students, involvement in any
committees or other student organizations, and ideas for the future.
I. Abide by the simplified Robert’s Rules of Order during meetings.

ARTICLE VII. Election of the SCAH Members
Section 1. Regular Elections of Senators
A. The annual call for nominations of Senators shall occur at least 45 days before the end of
the fall semester and remain open for two weeks.
B. Senator positions are open only to students who are classified as graduate students in the
School of Arts & Humanities at Claremont Graduate University.
C. Eligible students may be enrolled part-time or full-time.
D. Individuals wishing to be placed on the ballot to be elected to the SCAH must be in good
standing with Claremont Graduate University.
E. Good standing shall include maintaining a GPA above 3.0 and not on any type of
probation or suspended status for violation of Claremont Graduate University’s policies.
F. Each department shall elect Senators from within their own student body.
G. Individuals wishing to be placed on the ballot must submit a statement of intent, no
longer than 500 words to the SCAH Election Supervisor before nomination deadline.
H. Elections shall be held electronically and all students notified though email.
I. Candidates with the most votes shall win the election.
J. The highest-ranking SCAH member not running for reelection shall oversee the election
as the Election Supervisor.
K. The order of highest-ranking SCAH members is as follows: President, Vice President,
Secretary, Treasurer, Historian, or a council member who is appointed by the President
and approved with a majority vote of the council.
L. The Election Supervisor and one other member of the council shall validate voting totals.
Section 2. Regular Elections of Officers
A. The Executive Board Officers shall be those of President, Vice President, Secretary,
Treasurer, and Historian.
B. Nominations for the regular elections of Officers shall occur at least 60 days before the
end of the spring semester and remain open for two weeks.
C. Officer positions are open only to students who are classified as graduate students in the
School of Arts & Humanities at Claremont Graduate University.
D. Individuals wishing to be placed on the ballot to be elected to the SCAH must be in good
standing with Claremont Graduate University.
E. Good standing shall include maintaining a GPA above 3.0 and not on any type of
probation or suspended status for violation of Claremont Graduate University’s policies.
F. Candidates for officer positions must submit a written personal statement to the Election
Supervisor before the nomination deadline. Their personal statement shall be posted
immediately to the SCAH website.
G. All unopposed candidates shall still write a personal statement to be nominated.
H. All officer candidates shall give a speech of a predetermined length during the last
meeting before elections are held. The Election Supervisor shall determine speech length.
I. Speeches by candidates will still be given in the absence of contesting candidates.
J. Elections shall be held electronically and all students notified though email. The
candidate shall win the election with the highest number of votes by the student body of
the School of Arts & Humanities.
K. The highest-ranking SCAH member not running for reelection shall oversee the election

as the Election Supervisor.
The order of highest-ranking SCAH members is as follows: President, Vice President,
Secretary, Treasurer, Historian, or a council member who is appointed by the President
and approved with a majority vote of the council.
The Election Supervisor and one other member of the council shall validate voting totals.
Voting totals will not be sent to the entire student body or posted to the website, but will
be kept in the SCAH’s records by the SCAH Historian.
Anyone may request voting totals by emailing the SCAH.
Section 3. Vacancies

In the case of a vacant position within the SCAH, special elections shall be held.
The President shall appoint an Interim Officer to serve until a special election occurs.
In the case of a vacant Senator position, the President shall appoint an Interim Senator.
If the vacancy is the office of the President, the Vice President shall become the Interim
President and appoint an Interim Vice President until a special election for the President
is held.
Section 4. Special Elections
E. The Vice President may run for the office of the President if so desired.
F. Nominations for vacant positions shall open at the next general SCAH meeting and shall
remain open for one week.
G. Candidates must submit a personal statement of at least 500 words by the end of the
nomination period.
H. Special elections shall be held two weeks after nominations are opened, one week after
they are closed. Nominations and elections for a special election occur at separate council
meetings.
I. Special elections shall be voted on by voting members of the council by paper ballot.
J. Candidates shall will the election with the highest number of votes.
K. The highest-ranking SCAH member not running for reelection shall oversee the election
as the Election Supervisor.
L. The order of highest-ranking SCAH members is as follows: President, Vice President,
Secretary, Treasurer, Historian, or a council member who is appointed by the President
and approved with a majority vote of the council.
M. The Election Supervisor and one other member of the council shall validate voting totals.
N. If no nominations for vacant Executive Board positions are submitted within the deadline,
the President or the Dean of the School of Arts & Humanities shall appoint a student to
the position.
O. If no nominations for vacant Senator positions are submitted within the deadline, the seat
shall remain open until regular elections or a member of the department requests the
position. As soon as a student requests the position they shall take office, as long as they
are in good standing.
Section 5. Term Length and Reelection
A. Officers shall serve a term of one year beginning after the last day of the spring semester.
B. Senators shall serve a term of one year beginning after the last day of the fall semester.
C. Officers and Senator may run for reelection as long as they are students in good standing
at the School of Arts & Humanities of Claremont Graduate University and have not been

previously impeached from the SCAH.
Article VIII. Ethical Standards
To lead by serving the interests, needs, and wants of Arts & Humanities students, it is necessary
to maintain a superior level of conduct so that council members are effective and trustworthy
leaders.
A. All council members shall adhere to their duties as outlined in this constitution.
B. All council members shall always act in the best interest of the student body. They shall
make every reasonable attempt to fulfill their duties in good faith and with full regard for
the welfare of others.
C. All council members shall be forthright, honest, and fully transparent in their
communications with their constituents. They shall never knowingly misrepresent the
truth in their capacity as a member of the council.
D. All council members shall conduct themselves in a professional manner when interacting
as a representative of the SCAH, School of Arts & Humanities, or Claremont Graduate
University.
E. All council members shall maintain respect for the University, its employees, their fellow
public servants, and themselves.
F. All council members shall be prohibited from bestowing favors, making undue use or
influence of powers of office, or offer special considerations of any kind in exchange for
anything of material or intrinsic value.
G. All council members shall be prohibited from misusing, mismanaging, or
misappropriating their position and/or equipment, facilities, or funds of the SCAH.
H. If any council member fails to uphold these Ethical Standards they shall be subject to
impeachment.
Article IX. Impeachment of Members
The impeachment of any member of the SCAH must adhere to the following:
A. A motion to move to begin an impeachment investigation can be brought to the floor of a
working meeting and must be seconded by a voting member of the SCAH; or a petition
with any 5 signatures of students from the School of Arts & Humanities can be presented
at anytime during a meeting by a student from the School of Arts & Humanities.
B. Upon being seconded or after the presentation of a petition, the move to begin the
impeachment investigation must pass a simple majority vote of the SCAH Senators and
Officers in an anonymous paper ballot.
C. The highest-ranking SCAH member who is not under investigation, and who did not
motion for the investigation, shall oversee the impeachment investigation.
D. The order of highest-ranking SCAH members is as follows: President, Vice President,
Secretary, Treasurer, Historian, or a council member who is appointed by the Dean of the
School of Arts & Humanities.
E. The supervising SCAH member and one other member of the council not under
investigation, and who did not motion for the investigation, shall validate voting totals.
F. If the motion to begin the impeachment investigation passes, the powers and duties of the

member under review shall be suspended until the resolution of the hearing and an
Interim shall be appointed according to Vacancies in this constitution.
The passing of the motion will end the impeachment investigation for that meeting, and a
separate hearing shall be scheduled to hear arguments for and against impeachment.
The time between the motion to begin the impeachment investigation and the
impeachment hearing shall be no longer than two weeks, and no less than 48 hours.
During this hearing the person who motioned to begin the impeachment investigation, or
presented the petition, will present charges and state the case for the removal, the member
being reviewed will be given an opportunity to present a valid defense and refute the
charges brought against them.
At the next working meeting following the impeachment hearing, the first order of
business will be to conduct a vote to impeach the member. A two-thirds vote must be
reached to remove the SCAH member.
The time between the hearing and the impeachment vote shall be no longer than two
weeks, and no less than 48 hours.
Members removed from the SCAH by the impeachment process are not eligible to run for
election on future SCAH ballots.
A vote to remove a member may only take place if a quorum is present.
Article X. Attendance Policy
A. It is the duty of the Secretary to actively track the attendance of the SCAH members
during general meetings of the SCAH.
B. It is the duty of the Secretary to alert the council if any member misses more than two
council meetings and send the member a notice of the breech in attendance policy.
C. If another unexcused absence is accrued after the warning, the Secretary must propose the
removal of the member from office to the council for a vote at the meeting following the
absence.
D. A second to the motion and a majority vote of the council shall be necessary for the
member to be removed from office.
E. Removal for lack of attendance shall not be considered an impeachment, and the member
may run for office again.
F. All members are required to regularly attend SCAH sponsored events, and excessive
absences shall be considered a violation of the Attendance Policy and the SCAH member
subject to removal from office.
Article XI. Resignation of Members
A member may resign by written or email notification to the SCAH email account at anytime.
Article XII. Council Meetings
A. Council meetings shall be held at least once per month during the academic year.
B. Meetings shall be open to all students of Claremont Graduate University and to guests.
C. Procedure shall be in accordance with the Simplified Version of Robert’s Rules of Order
as written in this constitution.

D. The date of the next meeting, approved meeting minutes, and agendas shall be announced
via email and posted on the SCAH website.
Article XIII. Quorum
A. A quorum shall consist of at least one eligible vote above one-half of all the SCAH
Officers and Senators.
B. Proxy votes count toward quorum.
C. In determining if a quorum is present, the SCAH Secretary shall:
1. Take attendance at the beginning of each council meeting.
2. Record the names of the SCAH Officers and Senators present and absent.
3. Announce whether or not a quorum is present before the President begins the
meeting.
Article XIV. Voting Policy
A. Each of the SCAH Officers and Senators shall have one vote.
B. If a member cannot attend a meeting, he or she may send a proxy who may vote in his or
her place. The member must notify the Secretary of the proxy email or by hard copy
before the meeting starts or the proxy’s vote will not count.
C. If a member cannot attend a meeting, he or she may send in their vote on a particular
proposal or proposals to the Secretary via email or by hard copy before the meeting starts
to validate the vote during the meeting.
Article XV. Committees
A. To create a committee a motion must be presented to the council which includes the
committee’s:
a. Specific goals
b. Title
c. Chair
d. Vice-Chair
B. Committees shall be approved by a simple majority of votes present.
C. Committees shall be disbanded by a simple majority of votes present, or at the end of the
academic year.
A. Each Committee shall have a Chair, Vice-Chair, and at least one additional member.
B. Chairs shall call meetings as need, provide agendas for each meeting, and report on the
progress of the committee during the general council meetings.
C. Vice-Chairs shall keep attendance and minutes for the committee and send them to the
SCAH Secretary after each meeting.
Article XVI. Graduate Student Council Representation
Section 1. Election of the GSC Representative
A. One SCAH Executive Board member shall be the SCAH’s representative to the GSC.
B. The GSC Representative shall be selected by the Executive Board, and confirmed by a

majority vote of the SCAH.
Section 2. GSC Representative Duties
A. Attend all GSC Meetings or send a proxy.
B. At least one SCAH Officer should attend each GSC meeting. If the GSC Representative
cannot attend a GSC meeting, another Executive Board member shall go as their proxy. If
no Executive Board member can attend, the GSC Representative shall pick a Senator to
go as his or her proxy.
C. Excessive absences shall be considered a violation of the attendance policy and the GSC
Representative shall be subject to removal from the GSC Representative office (but not
the SCAH Executive Board) by a majority vote of the SCAH.
D. Represent the best interests of the students belonging to the School of Arts & Humanities.
E. Report the GSC’s activities, events, and meetings at each SCAH general meeting.
F. Abide by the GSC’s governing documents.
G. Recruit A&H students to fill all of the Arts & Humanities GSC Representative and
Delegate seats when there are vacancies.
ARTICLE XVII. Amendments
A. Amendments to this constitution shall be presented in two consecutive open meetings.
B. The presentations shall include the exact wording that will be inserted in the constitution
along with its location, or the exact wording that will be changed in the constitution.
C. The amendment shall be brought to a vote as the first order of business at the second
meeting.
D. Amendments shall be passed by two-thirds of the votes present at the second meeting.
Article XVIII. Constitutional Disputes
A. The SCAH President shall settle constitutional disputes.
B. An appeal can be made to a majority vote of the SCAH Executive Board.
C. A further appeal can be made in writing to the Dean of the School of Arts & Humanities
whose decision is final.
Article XIX. Simplified Roberts Rules of Order
Section 1. Regulations
A. Violations of Robert’s Simplified Rules of Order during a meeting shall be grounds for
removal from a meeting.
B. Removal from a meeting shall require a motion for removal, a second, and a two thirds
vote to carry the motion.
C. Excessive violation of Robert’s Simplified Rules of Order by an Executive Officer or
Senator shall be grounds for impeachment.

Section 2. Guiding Principals
A. Everyone has the right to participate in discussion if they wish, before anyone may speak
a second time.
B. Everyone has the right to know what is going on at all times.
C. Only urgent matters may interrupt a speaker.
D. Only one thing (motion) can be discussed at a time.
E. A motion is the topic under discussion (e.g., “I move that we ___.”).
F. After being recognized by the President, any member can introduce a motion when no
other motion is on the table. A motion requires a second to be considered.
G. Each motion must be disposed of (passed, defeated, tabled, referred to committee, or
postponed indefinitely).
Section 3. Motions
A. To bring up a new idea before the group:
a. After recognition by the President, present the motion.
b. A second is required for the motion to go to the floor for discussion, or
consideration.
B. To change some of the wording in a motion under discussion:
a. After recognition by the President, move to amend by: Adding word, striking
words, or striking and inserting words.
C. To reword it beyond simple word changes:
a. Move to substitute the motion for the original motion.
b. If it is seconded, discussion will continue on both motions and eventually the
body will vote on which motion they prefer.
D. To study and/or investigate the idea being discussed:
a. “Move to refer to a committee.”
E. To personally study the proposal being discussed:
a. Move to postpone to a definite time or date.
F. To limit the current discussion:
a. Move to limit debate to a set period of time or to a set number of speakers.
b. Requires a 2/3 vote.
G. To end the current discussion:
a. “Move to close the debate.”
b. This cuts off discussion and brings the assembly to a vote on the pending question
only.
H. To postpone a motion until some later time:
a. “Move to table the motion.”
b. The motion may be taken from the table after one item of business has been
conducted.
c. If the motion is not taken from the table by the end of the meeting, it is dead.
I. To bring the meeting back to the agenda:
a. Call for “orders of the day.”
J. To take a short break:
a. “Move to recess for” a set period of time.
K. To end the meeting:
a. “Move to adjourn.”
L. To call for a recount of votes:

a. Without being recognized, call for a “division of the house.”
b. At this point, a roll call vote will be taken.

C. If you can't hear, safety reasons, comfort, etc.:
a. “Question of privilege.”

E. If you disagree with the President’s ruling:
a. “Appeal.”
