Users should be able to make informed decisions and take action toward achieving the desired outcome. -Different tests measure different constructs. Relevant Timely Know the context and limitation of the test before generalizing results. Tailor reports to user’s needs, since not all users benefit from the same level of details. -Reports should be available and accessed in a timely manner so that data can be meaningful. This is especially critical for short-cycle formative assessments.
