Form Reference Department of Transportation DOT-01 Response to Impact Statement The data elements that will be required or conditionally required in SCRS total approximately 70, which significantly exceeds the 12 data elements specifically identified in Chapter 2011-49, Laws of Florida. The purpose and intent of the contract management system has greatly expanded beyond a public access system. Much of the extra information does not meet the definition of plain language and will not be readily understood by the public. The compliance requirement of correlating contract payments to contracts entered into the reporting system was not addressed in the law. Response: Chapter 2011-49 established the requirement for the system and stated “The data collected in the system must include, but need not be limited to…” certain data elements. In the name of statewide efficiency, the CFO decided to incorporate data requirements in two other systems into SCRS to eliminate multiple input of the same data.
