Introduction
The process of Improvement Planning in Kentucky is used as the means of determining how schools and districts will plan to
ensure that students reach proficiency and beyond by 2015. The process focuses school and district improvement efforts on
student needs by bringing together all stakeholders to plan for improvement, by focusing planning efforts on priority needs and
closing achievement gaps between subgroups of students, by building upon school and district capacity for high quality
planning, and by making connections between the funds that flow into the district and the priority needs in schools. Your
school's plans for improvement must be based on careful and honest analysis of data, address all content areas, and clearly
address gaps in student achievement.

Introduction
Every school has its own story to tell. The context in which teaching and learning takes place influences the processes and procedures by
which the school makes decisions around curriculum, instruction, and assessment. The context also impacts the way a school stays faithful
to its vision. Many factors contribute to the overall narrative such as an identification of stakeholders, a description of stakeholder
engagement, the trends and issues affecting the school, and the kinds of programs and services that a school implements to support student
learning.
The purpose of the Executive Summary (ES) is to provide a school with an opportunity to describe in narrative form the strengths and
challenges it encounters. By doing so, the public and members of the school community will have a more complete picture of how the school
perceives itself and the process of self-reflection for continuous improvement. This summary is structured for the school to reflect on how it
provides teaching and learning on a day to day basis.

Description of the School
Describe the school's size, community/communities, location, and changes it has experienced in the last three years. Include
demographic information about the students, staff, and community at large. What unique features and challenges are associated
with the community/communities the school serves?
Carlisle County High School is located in Bardwell, Kentucky. It is the only high school in Carlisle County, which is a rural farming
community. The largest employer in the county is the school district. There are currently 224 students enrolled in grades 9-12, 104 males
and 120 females. 59% of the student body qualifies for the free or reduced lunch program. The student population is 95% white, 1% African
American, 3% Hispanic, and 1% bi-racial. The staff population is 100% white and the community population is similar to the student
population. Because of the size of our school, our staff members know our students by name and are able to establish relationships with
them. However, our size limits our financial resources, therefore, limiting the programs we are able to offer to our students.

Mission:
The faculty and staff of Carlisle County High School will promote the pursuit of proficiency in the Kentucky Core Content/Core Academic
Standards and develop life-long critical thinking skills that will encourage successful transition from school to adult life.
Vision:
1.To improve students' self-images.
2.To assist students in selecting and preparing for their future.
3.To help students in understanding the value of education in relation to the world of
work.
4.To raise the academic level of all students in the basic skills.
Belief Statements:
We affirm a basic belief in the supreme worth and dignity of each individual. Accepting this principle, we recognize that there are differences
in individuals; therefore, we will assist students in meeting their needs according to their interests, abilities, and aptitudes.
We believe this school has the responsibility to help each student in all areas "morally, spiritually, physically, emotionally, and educationally
"so that each student will be able to function effectively and constructively in our society. We further believe directing all students in making
wise decisions and guiding their development into productive citizens is worthwhile.

Notable Achievements and Areas of Improvement
Describe the school's notable achievements and areas of improvement in the last three years. Additionally, describe areas for
improvement that the school is striving to achieve in the next three years.
Our focus over the last several years has been on improving our junior ACT scores and increasing the number of graduates who are college
and/or career ready. In 2012 our juniors earned a composite score of 20 on the ACT, which is our highest composite score since the ACT
was added to the state assessment system. In addition, our college and/or career readiness percentage increased from 36% in 2011 to
66.7% in 2013. In addition, we have been developing and implementing the following:
1. Thoughtful Education strategies to increase student achievement
2. Capturing Kids' Hearts to build relationships
3. Extended written response strategies to improve students' written responses
4. Instructional units based on Kentucky Core Academic Standards
5. Formative assessments that drive instruction
After analyzing our 2014 test scores, our focus will include incorporating scrimmage testing for ACT, KOSSA, and EOC's. In addition, we will
continue to revise and refine instructional units based on the core academic standards and utilize formative assessment results to drive
instruction. Also, we will use STAR assessment data to assess reading and math skills and to monitor students' progress throughout the
school year. Finally, we will continue to focus on college and career readiness for all students.

Provide any additional information you would like to share with the public and community that were not prompted in the previous
sections.
CCHS is dedicated to making our students better while providing them with the skills to be successful adults. The faculty and staff strive to
prepare students to be productive citizens whether they choose to enter the workforce or attend vocational school or college. We also
continually work to improve teaching and learning by disaggregating test data and using research on which to base program decisions. We
know our students by name and care about their success.
Our school offers students a variety of courses. Through our Comet Scholars program, we offer many college-dual credit courses in
conjunction with West Kentucky Community and Technical College and Murray State University, which allow many of our students to enter
their first year of college as sophomores. Due to the generosity of Mr. and Mrs. Robbie Rudolph and the Four Rivers Foundation, many of
our students are able to earn college credits while still in high school at a significantly reduced cost or no cost at all. Furthermore, we offer
Career and Technical education classes in the areas of agriculture and business. We also offer many extracurricular activities:
1. Organizations: FFA, FBLA, Beta Club, STARS, FCC, Arts Guild, Pep Club, Recycling Club, and Military Club
2. Athletics: Baseball, Basketball, Cheerleading, Cross Country, Golf, Softball, and Volleyball
3. Others: Student Council, Yearbook staff, Academic Team, and PALS Program.
Not only do we have a great faculty and staff as well as an impressive educational program, but we also have outstanding students.
Consistently, our students have excelled in academics through our academic team and Governor's Cup participation. Our students actively
participate in organizational activities through FFA and FBLA holding regional and state offices and winning many regional, state, and
national competitions. Athletically, the Comets and Lady Comets have winning traditions surpassed by very few schools our size.
Carlisle County High School plans to build on past successes to continue to create students who are "Learners Today and Leaders
Tomorrow."

Students who fail a course will be given the opportunity to recover the
credit through the APEX online program. Students will be placed in a
Success Lab course with a certified teacher who will assist them with their
online course. In addition, students who fail a course with a very low
average during the first semester will be moved to a Success Lab in order
to possibly pass the course online. The APEX online program gives
students a diagnostic assessment and prescribes course work based on

overall score was 68.8, our percentile rank was 60th, and our classification was needs improvement. The data also tells us the following:
1. 30% of students scored novice in reading; 46% scored P/D; 35.3% of gap students scored novice.
2. 44% of students scored apprentice in math; 16.2% scored proficient and 2.94% scored distinguished; 37.5% of gap students scored
novice and apprentice.
3. 42.4% of students scored apprentice in science; 23.7% scored proficient; 37.5% of gap students scored novice and 43.8% of gap
students scored apprentice.
4. 50% of students scored P/D in social studies; 31.5% scored novice; 41.2% of gap students scored novice.

Improvement Planning Process
Describe the process used to engage a variety of stakeholders in the development of the institution's improvement plan. Include
information on how stakeholders were selected and informed of their roles, and how meetings were scheduled to accommodate
them.
Administrators and teachers meet during a professional development day to disaggregate assessment data and make suggestions for
revisions to the current CSIP. The SBDM council then meets to review the data and suggested revisions. The council revises and approves
the the new CSIP. Therefore, the process involves administrators, teachers, parents, and community members.
Describe the representations from stakeholder groups that participated in the development of the improvement plan and their
responsibilities in this process.
Administrators, teachers, parents, and interested community members give input and feedback on the draft plan based on their
disaggregation of the assessment data. Then, the SBDM council made up of the principal, teachers, and parents approve the final plan.
Explain how the final improvement plan was communicated to all stakeholders, and the method and frequency in which
stakeholders receive information on its progress.
The final plan is posted on the district website, and SBDM members, faculty and staff are provided an electronic copy to review at any time.
